           REPRESENTATIVES, AS AMENDED, JUNE 13, 1984

                                     AN ACT

     1  Providing procedures for the expenditure of moneys in coal
     2     producing counties.

     3     The General Assembly of the Commonwealth of Pennsylvania
     4  hereby enacts as follows:
     5  Section 1.  Procedure upon implementation.
     6     Upon implementation of a permanent regulatory scheme in this   <--
     7  Commonwealth in accordance with the Federal Surface Mining
     8  Control and Reclamation Act of 1977 (Public Law 95-87, 91 Stat.
     9  445), all moneys MONEYS received by the Commonwealth from the     <--
    10  Abandoned Mine Land Fund PURSUANT TO TITLE IV OF THE FEDERAL      <--
    11  SURFACE MINING CONTROL AND RECLAMATION ACT OF 1977 (PUBLIC LAW
    12  95-87, 91 STAT. 445) representing the State's share shall be
    13  expended to effectuate mine reclamation within each coal
    14  producing county, at the same ratio at which fees were collected
    15  from that county. Moneys expended shall be in shares directly
    16  proportionate to the moneys contributed on a per-county basis,


     1  PROVIDED SUCH MONEYS SHALL BE EXPENDED IN A MANNER CONSISTENT     <--
     2  WITH THE PRIORITIES ESTABLISHED IN SECTION 403 OF THE FEDERAL
     3  SURFACE MINING CONTROL AND RECLAMATION ACT OF 1977.
     4  Section 2.  Procedure upon completion.
     5     Upon completion of all abandoned mine reclamation in a coal
     6  producing county, that county's share of the moneys may be
     7  expended in other coal producing counties at the discretion of
     8  the Secretary of Environmental Resources.
     9  Section 3.  Effective date.
    10     This act shall take effect in 60 days.
