                                     AN ACT

     1  Amending Title 30 (Fish) of the Pennsylvania Consolidated
     2     Statutes, providing for free fishing licenses for totally
     3     disabled residents who have served in foreign military
     4     engagements.

     5     The General Assembly of the Commonwealth of Pennsylvania
     6  hereby enacts as follows:
     7     Section 1.  Section 2707 of Title 30 of the Pennsylvania
     8  Consolidated Statutes is amended to read:
     9  § 2707.  Disabled veterans.
    10     (a)  General rule.--Upon application to the commission or a
    11  county treasurer or, in counties where there is no county
    12  treasurer by virtue of a home rule charter or optional plan of
    13  government, the county official who performs the functions of a
    14  county treasurer and who has been designated as an issuing agent
    15  by the commission, a free resident fishing license shall be
    16  issued to the following if the requirements of section 2701
    17  (relating to resident fishing licenses) are met:
    18         (1)  Any [disabled] veteran:


     1             (i)  who has a disability incurred in any war or
     2         armed conflict which consists of the loss of one or more
     3         limbs, [or] the loss of use of one or more limbs[,] or
     4         total blindness[,]; or
     5             (ii)  who is 100% disabled as certified by the United
     6         States Veterans' Administration[, and who meets the
     7         qualifications of section 2701 (relating to resident
     8         fishing licenses), shall be issued a free resident
     9         fishing license upon application to the commission or a
    10         county treasurer or, in counties where there is no county
    11         treasurer by virtue of a home rule charter or optional
    12         plan of government, the county official who performs the
    13         functions of a county treasurer and who has been
    14         designated as an issuing agent by the commission].
    15         (2)  Any resident:
    16             (i)  who has served in a foreign military engagement;
    17         and
    18             (ii)  who presents a physician's certificate of total
    19         disability.
    20     (b)  Procedure.--An application under this section shall, in
    21  addition to any information required under section 2701, contain
    22  a statement that the applicant is a war or armed conflict
    23  veteran [and that his disability was service incurred] or has
    24  served in a foreign military engagement. The issuing agent or
    25  the commission may require the production of the discharge
    26  papers of the applicant.
    27     Section 2.  This act shall take effect in 60 days.
