                                  A SUPPLEMENT

     1  To the act of                                    , entitled "An
     2     act providing for the capital budget for the fiscal year
     3     1983-1984," itemizing public improvement projects to be
     4     constructed or acquired by the Department of General
     5     Services, together with their estimated financial cost;
     6     authorizing the incurring of debt without the approval of the
     7     electors for the purpose of financing the projects to be
     8     constructed or acquired by the Department of General
     9     Services; stating the estimated useful life of the projects;
    10     and making an appropriation.

    11     The General Assembly of the Commonwealth of Pennsylvania
    12  hereby enacts as follows:
    13  Section 1.  Total authorization.
    14     The total authorization for the additional capital project in
    15  the category of Public Improvement Projects itemized in section
    16  2 and to be acquired or constructed by the Department of General
    17  Services, its successors or assigns, and to be financed by the
    18  incurring of debt, shall be $205,806.
    19  Section 2.  Itemization of Public Improvement Projects.
    20     Additional capital projects in the category of Public
    21  Improvement Projects to be constructed or acquired by the


     1  Department of General Services, its successors or assigns, and
     2  to be financed by the incurring of debt, are hereby itemized,
     3  together with their respective estimated financial costs as
     4  follows:

    16  Section 3.  Debt authorizations.
    17     The Governor, Auditor General and State Treasurer are hereby
    18  authorized and directed to borrow, from time to time, in
    19  addition to any authorization heretofore or hereafter enacted,
    20  on the credit of the Commonwealth, subject to the limitations
    21  provided in the current Capital Budget, money not exceeding in
    22  the aggregate the sum of $205,806 as may be found necessary to
    23  carry out the acquisition and construction of the public
    24  improvement projects specifically itemized in a Capital Budget.
    25  Section 4.  Issue of bonds.
    26     The indebtedness herein authorized shall be incurred from
    27  time to time and shall be evidenced by one or more series of
    28  general obligation bonds of the Commonwealth in such aggregate
    29  principal amount for each series as the Governor, Auditor
    30  General and State Treasurer shall determine, but the latest

     1  stated maturity date shall not exceed the estimated useful life
     2  of the project being financed as stated in section 5.
     3  Section 5.  Estimated useful life of projects.
     4     The General Assembly states that the estimated useful life of
     5  the projects heretofore itemized is 30 years.
     6  Section 6.  Appropriation.
     7     The net proceeds of the sale of the obligations herein
     8  authorized are hereby appropriated from the Capital Facilities
     9  Fund to the Department of General Services in the maximum amount
    10  of $205,806 to be used by it exclusively to defray the financial
    11  cost of the public improvement projects specifically itemized in
    12  a Capital Budget. After reserving or paying the expenses of the
    13  sale of the obligation, the State Treasurer shall pay to the
    14  Department of General Services the moneys as required and
    15  certified by it to be legally due and payable.
    16  Section 7.  Allocation of funds.
    17     Whenever as determined by the Department of General Services
    18  that the full estimated financial cost of the public improvement
    19  projects itemized in section 1 are not necessary for the proper
    20  design, acquisition or construction of the projects, the excess
    21  funds no longer required may be allocated to increase the
    22  estimated cost of any one or more of the public improvement
    23  projects specifically itemized in a Capital Budget.
    24     Section 8.  Effective date.
    25     This act shall take effect immediately.
