AS AMENDED ON THIRD CONSIDERATION, HOUSE OF REPRESENTATIVES, NOVEMBER 30, 1983
AN ACT 1 Authorizing the indebtedness, with the approval of the electors, 2 of $90,000,000 for the repair, rehabilitation, development 3 and acquisition of land and facilities for community services 4 and public recreational purposes. 5 The General Assembly of the Commonwealth of Pennsylvania 6 hereby enacts as follows: 7 Section 1. Incurring indebtedness. 8 The question of incurring indebtedness of $90,000,000 for 9 rehabilitation of deteriorated park and recreation facilities, 10 for acquisition and development of land to preserve wildlife 11 habitats, complete public recreation areas and develop fishing 12 and boating access areas and for the rehabilitation and the 13 conversion of surplus schools and other public buildings OR NEW <-- 14 CONSTRUCTION to house recreation programs, HISTORICAL AND <-- 15 NATURAL INTERPRETIVE PROGRAMS and community services shall be 16 submitted to the electors at the next primary, municipal or 17 general election following enactment of this act. 18 Section 2. Certification of question.
1 The Secretary of the Commonwealth shall forthwith certify the 2 question to the county boards of election. 3 Section 3. Question to electorate. 4 The question shall be in substantially the following form: 5 Do you favor the incurring of indebtedness of $90,000,000 6 by the Commonwealth to repair, rehabilitate, develop and 7 acquire land and facilities for community service and 8 public recreational purposes? 9 Section 4. Conduct of election. 10 The election shall be conducted in accordance with the act of 11 June 3, 1937 (P.L.1333, No.320), known as the Pennsylvania 12 Election Code, except that the time limits for advertisement of 13 notice of the election may be waived as to the question. 14 Section 5. Use of proceeds. 15 Proceeds of borrowing shall be used to rehabilitate 16 deteriorated park and recreation facilities; to acquire and 17 develop land to preserve wildlife habitats, complete public 18 recreation areas and develop fishing and boating areas; and to 19 rehabilitate and convert surplus schools and other public 20 buildings OR NEW CONSTRUCTION to house HISTORICAL AND NATURAL <-- 21 INTERPRETIVE PROGRAMS, recreation programs and community 22 services. 23 Section 6.
