                                     AN ACT

     1  Providing for the development and operation by the Department of
     2     Labor and Industry and the Department of Public Welfare of a
     3     program for providing entry level employment for certain
     4     recipients of general assistance in cities of the first
     5     class; and making an appropriation.

     6     The General Assembly of the Commonwealth of Pennsylvania
     7  hereby enacts as follows:
     8  Section 1.  Short title.
     9     This act shall be known and may be cited as the First Class
    10  City Youth Employment Assistance Act.
    11  Section 2.  Program.
    12     The Department of Labor and Industry, together with the
    13  Department of Public Welfare, shall develop and operate in
    14  cities of the first class a program for placing into entry level
    15  employment, persons who are under the age of 18 years and who
    16  are receiving general assistance.
    17  Section 3.  Cooperation with other agencies.
    18     The departments are hereby authorized to contract with,
    19  cooperate with, enter into agreements with and receive financial

     1  assistance from any agency of the Federal Government or of the
     2  Commonwealth or any city of the first class or any other
     3  corporation, organization, association, institution or person in
     4  furtherance of the purposes of this act.
     5  Section 4.  Joint administrative unit.
     6     The secretaries of each department may organize a joint
     7  administrative unit to administer this act and which shall be
     8  jointly funded by each department from the funds appropriated in
     9  this act. The employees of the unit shall be employed in
    10  accordance with the act of August 5, 1941 (P.L.752, No.286),
    11  known as the Civil Service Act.
    12  Section 5.  Rules and regulations.
    13     The departments may jointly promulgate, in the manner
    14  provided by law, the rules and regulations necessary to carry
    15  out this act.
    16  Section 6.  Compliance with welfare code and other acts.
    17     Persons obtaining employment through the assistance of this
    18  act shall be otherwise subject to all provisions of the act of
    19  June 13, 1967 (P.L.31, No.21), known as the Public Welfare Code,
    20  and other acts relating to the receipt of general assistance or
    21  other assistance payments by persons who are otherwise gainfully
    22  employed.
    23  Section 7.  Appropriation.
    24     The sum of $450,000, or as much thereof as may be necessary,
    25  is hereby appropriated to the Department of Labor and Industry
    26  and to the Department of Public Welfare to carry out the
    27  purposes of this act for the remainder of the current fiscal
    28  year.
    29  Section 8.  Effective date.
    30     This act shall take effect in six months.
