In the House of Representatives, February 9, 1982 1 WHEREAS, A Federal district court judge has ordered a freeze 2 on Federal highway aid in the Commonwealth; and 3 WHEREAS, This freeze on Federal funding would force 4 cancellation of 70 construction projects involving 25,500 5 construction jobs and the loss of $302,000,000 in Federal funds 6 over the next nine months; and 7 WHEREAS, This court ordered freeze is presently on appeal; 8 and 9 WHEREAS, This action will disrupt the largest highway and 10 bridge building schedule in the history of the Commonwealth; and 11 WHEREAS, The livelihoods of men and women in the Commonwealth 12 ought not be held hostage; therefore be it 13 RESOLVED, That the House of Representatives memorialize the
1 Congress of the United States to pass legislation which would 2 prohibit the withholding of Federal funds which are due to a 3 state; and be it further 4 RESOLVED, That copies of this resolution be sent to the 5 presiding officers of the House of Representatives and the 6 Senate of the United States, and to every Senator and 7 Congressman from Pennsylvania.
