        INTRODUCED BY GALLAGHER, McCALL, FEE, GRAY, RIEGER, McINTYRE,
           BORSKI, McMONAGLE, PERZEL, BURNS, PISTELLA, DAWIDA, MULLEN,
           CAPPABIANCA, DOMBROWSKI, DUFFY, CORDISCO, LAUGHLIN, O'DONNELL
           AND MURPHY, DECEMBER 9, 1981

        REFERRED TO COMMITTEE ON FEDERAL-STATE RELATIONS,

                       In the House of Representatives, December 9, 1981

     1     WHEREAS, On October 16, 1981, Owen Carron, a duly,
     2  democratically and legally elected Member of Parliament for
     3  Fermanagh, South Tyrone, Ireland, was denied a visitor's visa by
     4  the United States Department of State under Section 212A27 of
     5  the Immigration and Nationality Act, for engaging in activities
     6  prejudicial to the American public's interest and the United
     7  States' and Great Britain's opposition to terrorism; and
     8     WHEREAS, Mr Carron has never been indicted or convicted of
     9  any illegal activity in his country; and
    10     WHEREAS, Mr. Carron as an elected Member of Parliament has
    11  acted with decorum and never has been ejected from session for
    12  misconduct; and
    13     WHEREAS, Reverend Ian Paisley, a duly elected Member of
    14  Parliament has been issued a visitor's visa; and
    15     WHEREAS, Reverend Paisley was indicted in 1969 by the Cameron
    16  Commission as one of the individuals most responsible for the

     1  feelings of violence in Northern Ireland; and
     2     WHEREAS, Reverend Paisley was recently ejected from a session
     3  of Parliament for yelling insults and has publicly threatened to
     4  render Northern Ireland ungovernable; and
     5     WHEREAS, The laws of this great United States are to be
     6  applied equally and fairly to all; therefore be it
     7     RESOLVED, That the House of Representatives of the
     8  Commonwealth of Pennsylvania memorialize the President of the
     9  United States, the Secretary of the United States Department of
    10  State and the Congress of the United States that the statute
    11  under which Mr. Carron was denied a visitor's visa should
    12  legally be applied to Reverend Paisley and that his visitor's
    13  visa be revoked; and be it further
    14     RESOLVED, That copies of this resolution be sent to the
    15  President of the United States, the Secretary of the United
    16  States Department of State and all members of the United States
    17  Congress.
