        REFERRED TO COMMITTEE ON RULES, OCTOBER 13, 1981

                       In the House of Representatives, October 13, 1981

     1     WHEREAS, Michael O'Rourke arrived in the United States of
     2  America in February 1978 from the Republic of Ireland; and
     3     WHEREAS, Michael O'Rourke lived peacefully in Philadelphia
     4  for 21 months and married an American citizen in mid 1979; and
     5     WHEREAS, Michael O'Rourke was arrested on October 30, 1979
     6  and charged with overstaying his visa; and
     7     WHEREAS, Since his arrest, Michael O'Rourke has been in
     8  continuous detention, held without bail, denied access to an
     9  attorney, denied visitors and otherwise subject to severe
    10  harassment; and
    11     WHEREAS, The public record involving Michael O'Rourke before
    12  the Federal courts and the Bureau of Immigration and
    13  Naturalization is replete with instances of the denial of the
    14  most basic of civil rights; therefore be it
    15     RESOLVED, That the House of Representatives of the
    16  Commonwealth of Pennsylvania respectfully request the Congress
    17  of the United States to begin an immediate investigation of the

     1  actions and activities of the Bureau of Immigration and
     2  Naturalization in the case of Michael O'Rourke; and be it
     3  further
     4     RESOLVED, That the Chief Clerk of the House of
     5  Representatives transmit, upon approval, copies of this
     6  resolution to the Speaker of the House of Representatives and
     7  the President pro tempore of the Senate of the Congress of the
     8  United States and to each member of the Pennsylvania
     9  Congressional delegation.
