HOUSE RESOLUTION

No. 102 Session of 1981

           JOHNSON, JACKSON, TELEK, RASCO, CAWLEY, GRAY, COCHRAN AND
           GRUPPO, OCTOBER 5, 1981

                        In the House of Representatives, October 5, 1981

     1     Russia has exploited United States peace initiatives to build
     2  up its strategic and conventional warfare capabilities. This has
     3  given it the means to support increasingly bolder worldwide
     4  aggression.
     5     There is basis for concern that the Soviets may next use its
     6  forces in Pakistan, Iran and Yugoslavia.
     7     The Soviet Union has demonstrated an unwillingness to live by
     8  international law.
     9     The United States is the one world power that can stop Soviet
    10  expansionism; therefore be it
    11     RESOLVED (the Senate concurring), That the General Assembly:
    12     (a)  Memorialize Congress to adopt a National Strategy of
    13  Peace Through Strength, the general principles of which would
    14  be:
    15     (1)  to inspire, focus and unite the national will and
    16  determination to achieve this goal of peace through freedom;


     1     (2)  to achieve overall military and technological
     2  superiority over Russia;
     3     (3)  to create a strategic defense and a civil defense which
     4  would protect United States citizens against nuclear war at
     5  least as well as the Soviets defend their citizens;
     6     (4)  to accept no arms control agreement which in any way
     7  jeopardizes the security of the United States or its allies, or
     8  locks the United States into a position of military inferiority;
     9     (5)  to reestablish effective security and intelligence
    10  capabilities;
    11     (6)  to pursue positive nonmilitary means to roll back the
    12  growth of communism;
    13     (7)  to help our allies and other noncommunist countries
    14  defend themselves against communist aggression; and
    15     (8)  to maintain a strong economy and protect our overseas
    16  sources of energy and other vital raw materials.
    17     (b)  Acknowledges that it will take the combined efforts of
    18  hundreds of organizations to achieve the adoption of a National
    19  Strategy of Peace Through Strength.
    20     (c)  Will join the Coalition for Peace Through Strength to
    21  work with other organizations and entities for the adoption of a
    22  National Strategy of Peace Through Strength, except that this
    23  General Assembly reserves to itself the right to make its own
    24  decisions as to how the principles shall be applied on
    25  individual issues; and be it further
    26     RESOLVED, That copies of this resolution be delivered to the
    27  presiding officers of the United States Congress and to each
    28  Senator and Representative from Pennsylvania.
