In the House of Representatives, April 22, 1981
1 WHEREAS, Six hundred teachers, consisting of part-time and
2 visiting lecturers at the Community College of Philadelphia,
3 were recognized as a union by the Pennsylvania Labor Relations
4 Board in 1978.
5 WHEREAS, The officers and the Board of Trustees of the
6 Community College of Philadelphia have refused to recognize this
7 fact; therefore be it
8 RESOLVED, That Community College of Philadelphia (hereinafter
9 designated CCP) shall recognize and bargain with the Faculty
10 Federation of the CCP, American Federation of Teachers, Local
11 2026, (hereinafter designated AFT Local 2026) as the collective
12 bargaining agent of the part-time teachers and visiting
13 lecturers of the CCP (hereinafter designated PT/VL) until such
14 time as the PT/VL's decide they no longer desire AFT Local 2026
15 to represent them pursuant to a Pennsylvania Labor Relations
16 Board election; and be it further
17 RESOLVED, That no budget presented by CCP for approval by the
1 Pennsylvania Department of Education shall be approved unless it
2 prohibits any further expenditure of funds, including but not
3 limited to, fees to attorneys, to challenge the certification of
4 AFT Local 2026 as the collective bargaining agent for the
5 PT/VL's, and that the only exception to this prohibition is for
6 the expenditure of funds for services rendered prior to the date
7 of passage of this resolution; and be it further
8 RESOLVED, That a copy of this resolution be forwarded to the
9 Board of Trustees of the Community College of Philadelphia and
10 to the Secretary of the Department of Education.
