                                     AN ACT

     1  Requiring automobile insurance companies to reduce premium
     2     charges to qualified insured individuals who successfully
     3     complete an approved motor vehicle accident prevention
     4     course.

     5     The General Assembly of the Commonwealth of Pennsylvania
     6  hereby enacts as follows:
     7     Section 1.  Every insurance company which writes automobile
     8  insurance in the Commonwealth of Pennsylvania shall allow an
     9  appropriate reduction in premium charges to all insured
    10  individuals who are 55 years of age or older and who
    11  successfully complete an approved motor vehicle accident
    12  prevention course.
    13     Section 2.  The premium reductions required by section 1
    14  shall be shown in any schedule of rates or rating plans filed by
    15  automobile insurers with the Insurance Commissioner and shall be
    16  for a period of two years.
    17     Section 3.  (a)  The Department of Transportation shall have
    18  the duty to review and, at its discretion, approve the course


     1  contents of any motor vehicle accident prevention program.
     2     (b)  An approved motor vehicle accident prevention program
     3  shall include an appropriate number of hours of classroom
     4  instruction and field driving instruction as determined by the
     5  Department of Transportation.
     6     (c)  Any motor vehicle accident prevention program which is
     7  self-taught shall not be approved by the Department of
     8  Transportation.
     9     Section 4.  Upon successful completion of the approved motor
    10  vehicle accident prevention course, each participant shall be
    11  issued by the course instructor or agency, a certified
    12  certificate which shall be the basis of qualification for the
    13  reduction mandated in section 1.
    14     Section 5.  In order to continue the reduction mandated in
    15  section 1, each qualified insured individual shall successfully
    16  complete an approved motor vehicle accident prevention course
    17  every two years.
    18     Section 6.  This act shall take effect in 60 days.
