AN ACT
1 To apportion the Commonwealth of Pennsylvania into congressional
2 districts in conformity with constitutional requirements; and
3 providing for the nomination and election of Congressmen.
4 The General Assembly of the Commonwealth of Pennsylvania
5 hereby enacts as follows:
6 Section 1. For the purpose of electing representatives of
7 the people of Pennsylvania to serve in the House of
8 Representatives in the Congress of the United States, this
9 Commonwealth shall be divided into twenty-three districts which
10 shall have one Congressman each, as follows:
11 The First District shall consist of Wards 1; 2; 5; 7; 8; 14;
12 15; 18; 19; 20; 25 (divisions 3, 4, 5, 6, 7, 8, 9, 10, 11, 12,
13 13, 14, 15, 16, 17, 18, 19, 20, 21, 22, 23, 24, 25, 26 and 27);
14 27; 29 (division 20); 30; 31; 36; 37; 39; 40 (divisions 1, 2, 3,
15 4, 5, 6, 7, 8, 9, 10, 11, 12, 13, 15, 17, 18, 19, 20, 21, 22,

1 The Second District shall consist of Wards 3; 4; 6; 10; 11;

9 The Twenty-second District shall consist of the Townships of
10 Crescent, Findlay, Leet, Marshall, Moon, North Fayette and Pine
11 and the Boroughs of Bradford Woods, Coraopolis, Leetsdale and
12 Oakdale of Allegheny County; the Townships of Bethel, Cadogan,
13 East Franklin, North Buffalo, South Buffalo, Sugar Creek and
14 West Franklin, and the Boroughs of Applewold, Freeport, West
15 Kittanning and Worthington of Armstrong County; Beaver County;
16 Butler County; and the City of New Castle, the Townships of
17 Hickory, Little Beaver, Mahoning, North Beaver, Perry, Plain
18 Grove, Scott, Shenango, Slippery Rock, Taylor, Union and Wayne,
19 and the Boroughs of Bessemer, Ellport, Ellwood City (Lawrence
20 County Portion), Enon Valley, New Beaver, Snpj, South New Castle
21 and Wampum of Lawrence County.
22 The Twenty-third District shall consist of the Townships of
23 Boggs, Bradys Bend, Hovey, Kittanning, Madison, Mahoning, Manor,
24 Perry, Pine, Plumcreek, Rayburn, Redbank, Valley and Washington,
25 and the Boroughs of Elderton, Ford City, Ford Cliff, Kittanning,
26 Manorville, Parker City and South Bethlehem of Armstrong County;
27 Cameron County; Centre County; Clarion County; the City of
28 Dubois, the Township of Sandy, and the Borough of Falls Creek
29 (Clearfield County Portion) of Clearfield County; the City of
30 Lock Haven, the Townships of Allison, Bald Eagle, Beech Creek,

1 Chapman, Colebrook, Dunnstable, East Keating, Gallagher, Grugan,
2 Leidy, Logan, Noyes, Pine Creek, Porter, West Keating and
3 Woodward, and the Boroughs of Avis, Beech Creek, Flemington,
4 Mill Hall, Renovo and South Renovo of Clinton County; Elk
5 County; Forest County; Jefferson County; McKean County; Potter
6 County; Venango County; and Warren County.
7 Section 2. The first election under this act shall be held
8 at the primary election in the year 1982.
9 The members of Congress now in office shall continue in such
10 office until the expiration of their respective terms.
11 Vacancies now existing or happening after the passage of this
12 act and before the commencement of the terms of the members
13 elected at the election of 1982 shall be filled for the
14 unexpired terms in the manner now provided by law.
15 Section 3. In the event any political subdivision or part
16 thereof should be omitted in the description of the
17 congressional districts, such political subdivision or part
18 thereof shall be included as a part of the congressional
19 district which completely surrounds it. Should any omitted
20 political subdivision or part thereof be not completely
21 surrounded by one congressional district, it shall become a part
22 of that congressional district to which it is contiguous, or if
23 there are two or more such contiguous districts, it shall become
24 a part of that congressional district contiguous thereto which
25 has the least population.
26 Section 4. (a) The act of January 25, 1972 (P.L.7, No.3),
27 entitled "An act to apportion the Commonwealth of Pennsylvania
28 into congressional districts in conformity with constitutional
29 requirements; and providing for the nomination and election of
30 Congressmen," is repealed except as to the filling of vacancies

1 under the provisions of section 2 of this act.
2 (b) All other acts and parts of acts are repealed insofar as
3 they are inconsistent herewith.
4 Section 5. This act shall take effect immediately.
