                                     AN ACT

     1  To apportion the Commonwealth of Pennsylvania into congressional
     2     districts in conformity with constitutional requirements; and
     3     providing for the nomination and election of Congressmen.

     4     The General Assembly of the Commonwealth of Pennsylvania
     5  hereby enacts as follows:
     6     Section 1.  For the purpose of electing representatives of
     7  the people of Pennsylvania to serve in the House of
     8  Representatives in the Congress of the United States, this
     9  Commonwealth shall be divided into twenty-three districts which
    10  shall have one Congressman each, as follows:
    11     The First District shall consist of Wards 1; 2; 5; 7; 8; 14;
    12  15; 18; 19; 20; 25 (divisions 3, 4, 5, 6, 7, 8, 9, 10, 11, 12,
    13  13, 14, 15, 16, 17, 18, 19, 20, 21, 22, 23, 24, 25, 26 and 27);
    14  27; 29 (division 20); 30; 31; 36; 37; 39; 40 (divisions 1, 2, 3,
    15  4, 5, 6, 7, 8, 9, 10, 11, 12, 13, 15, 17, 18, 19, 20, 21, 22,
    16  23, 24, 25, 26, 27, 32, 33, 34, 40, 41, 42, 47 and 51); 43; 48;
    17  49; and 51 of the City of Philadelphia.
    18     The Second District shall consist of Wards 3; 4; 6; 10; 11;

     1  12; 13; 16; 17; 22; 24; 28; 29 (divisions 1, 2, 3, 4, 5, 6, 7,
     2  8, 9, 10, 11, 12, 13, 14, 15, 16, 17, 18, 19, 21 and 22); 32;
     3  34; 38 (division 9); 44; 46; 47; 50; 52; 59 (divisions 1, 2, 3,
     4  4, 5, 6, 7, 8, 9, 10, 11, 12, 13, 14, 15, 16, 17, 18, 19, 22,
     5  23, 24, 25, 27 and 28); and 60 of the City of Philadelphia.
     6     The Third District shall consist of Wards 23; 25 (divisions 1
     7  and 2); 33; 35; 41; 42; 45; 53; 54; 55; 56; 57; 58; 61; 62; 63;
     8  64; 65; and 66 of the City of Philadelphia.
     9     The Fourth District shall consist of Crawford County; Erie
    10  County; the Townships of Neshannock, Pulaski, Washington and
    11  Wilmington, and the Boroughs of New Wilmington and Volant of
    12  Lawrence County; and Mercer County.
    13     The Fifth District shall consist of the Townships of
    14  Birmingham, Caln, Charlestown, East Bradford, East Brandywine,
    15  East Caln, East Fallowfield, East Goshen, East Marlborough, East
    16  Nantmeal, East Pikeland, East Vincent, East Whiteland, Easttown,
    17  Elk, Franklin, Highland, Kennett, London Britain, London Grove,
    18  New Garden, New London, Newlin, Pennsbury, Pocopson, Schuylkill,
    19  Thornbury, Tredyffrin, Upper Uwchlan, Uwchlan, Wallace, West
    20  Bradford, West Goshen, West Marlborough, West Pikeland, West
    21  Vincent, West Whiteland, Westtown and Willistown, and the
    22  Boroughs of Avondale, Downingtown, Kennett Square, Malvern,
    23  Modena, Phoenixville, South Coatesville, Spring City, West
    24  Chester and West Grove of Chester County; the City of Chester,
    25  the Townships of Bethel, Birmingham, Chester, Concord, Lower

     6     The Sixth District shall consist of Berks County; the City of
     7  Coatesville, the Townships of East Coventry, Honeybrook, North
     8  Coventry, Sadsbury, South Coventry, Valley, Warwick, West
     9  Brandywine, West Caln, West Nantmeal and West Sadsbury, and the
    10  Boroughs of Atglen, Elverson, Honey Brook and Parkesburg of
    11  Chester County; and the City of Pottsville, the Townships of
    12  Barry, Blythe, Branch, Butler, Cass, Delano, East Brunswick,
    13  East Norwegian, East Union, Eldred, Foster, Frailey, Hegins,
    14  Hubley, Mahanoy, New Castle, North Manheim, North Union,
    15  Norwegian, Pine Grove, Porter, Reilly, Ryan, Schuylkill, South
    16  Manheim, Tremont, Union, Upper Mahantongo, Walker, Washington,
    17  Wayne, West Brunswick, West Mahanoy and West Penn, and the
    18  Boroughs of Ashland, Auburn, Cressona, Deer Lake, Frackville,
    19  Gilberton, Girardville, Gordon, Landingville, Mahanoy City,
    20  Mechanicsville, Middleport, Minersville, Mt. Carbon, New
    21  Philadelphia, New Ringgold, Orwigsburg, Palo Alto, Pine Grove,

    25     The Seventh District shall consist of the Townships of Aston,
    26  Darby, Edgemont, Haverford, Marple, Middletown, Nether
    27  Providence, Newtown, Radnor, Ridley, Springfield, Tinicum, Upper
    28  Darby and Upper Providence, and the Boroughs of Aldan,
    29  Brookhaven, Chester Heights, Clifton Heights, Collingdale,
    30  Colwyn, Darby, East Lansdowne, Eddystone, Folcroft, Glenolden,

     1  Lansdowne, Media, Millbourne, Morton, Norwood, Parkside,
     2  Prospect Park, Ridley Park, Rose Valley, Rutledge, Sharon Hill,

     4  and 40 (divisions 14, 16, 28, 29, 30, 31, 35, 36, 37, 38, 39,
     5  43, 44, 45, 46, 48, 49, 50, 52, 53, 54, 55 and 56) of the City
     6  of Philadelphia.
     7     The Eighth District shall consist of Bucks County; and the
     8  Townships of Horsham and Lower Moreland, and the Boroughs of
     9  Bryn Athyn and Hatboro of Montgomery County.
    10     The Ninth District shall consist of Bedford County; Blair
    11  County; the Townships of Chest, Clearfield, Dean, Reade and
    12  White, and the Borough of Patton of Cambria County; the
    13  Townships of Beccaria, Bell, Bigler, Bloom, Boggs, Bradford,
    14  Brady, Burnside, Chest, Cooper, Covington, Decatur, Ferguson,
    15  Girard, Goshen, Graham, Greenwood, Gulich, Huston, Jordan,
    16  Karthaus, Knox, Lawrence, Morris, Penn, Pike, Pine, Union and
    17  Woodward, and the Boroughs of Brisbin, Burnside, Chester Hill,
    18  Clearfield, Coalport, Curwensville, Glenhope, Grampian,
    19  Houtzdale, Irvona, Lumber City, Mahaffey, New Washington,
    20  Newburg, Osceola, Ramey, Troutville, Wallaceton and Westover of
    21  Clearfield County; the Townships of Cooke, Dickinson, Hopewell,
    22  Lower Frankford, Lower Mifflin, Monroe, North Newton, Penn,
    23  Shippensburg, South Middleton, South Newton, Southampton, Upper
    24  Frankford and Upper Mifflin, and the Boroughs of Mt. Holly
    25  Springs, Newburg, Newville and Shippensburg (Cumberland County
    26  Portion) of Cumberland County; Franklin County; Fulton County;
    27  Huntingdon County; and Mifflin County.
    28     The Tenth District shall consist of Bradford County;
    29  Lackawanna County; the Townships of Barrett, Chestnuthill,
    30  Coolbaugh, Eldred, Hamilton, Jackson, Middle Smithfield,

     1  Paradise, Pocono, Price, Ross, Smithfield, Stroud, Tobyhanna and
     2  Tunkhannock, and the Boroughs of Delaware Water Gap, East
     3  Stroudsburg, Mt. Pocono and Stroudsburg of Monroe County; Pike
     4  County; Susquehanna County; Tioga County; Wayne County; and
     5  Wyoming County.
     6     The Eleventh District shall consist of the Townships of
     7  Banks, East Penn, Franklin, Lausanne, Lehigh, Mahoning and
     8  Packer, and the Boroughs of Beaver Meadows, East Side, Jim
     9  Thorpe, Lansford, Lehighton, Nesquehoning, Parryville, Summit
    10  Hill, Weatherly and Weissport of Carbon County; Columbia County;
    11  Luzerne County; Montour County; the City of Shamokin, the
    12  Townships of Coal, East Cameron and Mt. Carmel, and the Boroughs
    13  of Kulpmont, Marion Heights and Mt. Carmel of Northumberland
    14  County; the Townships  of Kline and Rush, and the Boroughs of
    15  Coaldale and McAdoo of Schuylkill County; and Sullivan County.
    16     The Twelfth District shall consist of the Townships of
    17  Burrell, Cowanshammock, Gilpin, Kiskiminetas, Parks, South Bend
    18  and Wayne, and the Boroughs of Apollo, Atwood, Dayton,
    19  Leechburg, North Apollo and Rural Valley of Armstrong County;
    20  the City of Johnstown, the Townships of Adams, Allegheny, Barr,
    21  Blacklick, Cambria, Conemaugh, Cresson, Croyle, East Carroll,
    22  East Taylor, Elder, Gallitzin, Jackson, Lower Yoder, Middle
    23  Taylor, Munster, Portage, Richland, Stonycreek, Summerhill,
    24  Susquehanna, Upper Yoder, Washington, West Carroll and West
    25  Taylor, and the Boroughs of Ashville, Barnesboro, Brownstown,
    26  Carrolltown, Cassandra, Chest Springs, Cresson, Daisytown, Dale,

     5  Boroughs of Dunbar, Everson, Markleysburg, Ohiopyle, South
     6  Connellsville and Vanderbilt of Fayette County; Indiana County;
     7  Somerset County; and the Townships of Cook, Derry, Donegal,
     8  Fairfield, Ligonier and St. Clair, and the Boroughs of Bolivar,
     9  Derry, Donegal, Latrobe, Ligonier, New Alexandria, New Florence
    10  and Seward of Westmoreland County.
    11     The Thirteenth District shall consist of the Townships of
    12  Abington, Cheltenham, East Norriton, Lower Gwynedd, Lower
    13  Merion, Perkiomen, Plymouth, Skippack, Springfield, Upper
    14  Dublin, Upper Gwynedd, Upper Merion, Upper Moreland, Whitemarsh,
    15  Whitpain and Worcester, and the Boroughs of Ambler, Bridgeport,
    16  Conshohocken, Jenkintown, Lansdale, Narberth, Norristown, North
    17  Wales, Rockledge, Schwenksville and West Conshohocken of
    18  Montgomery County; and Wards 9; 21; 38 (divisions 1, 2, 3, 4, 5,
    19  6, 7, 8, 10, 11, 12, 13, 14, 15, 16, 17, 18, 19, 20, 21, 22, 23
    20  and 24); and 59 (divisions 20, 21 and 26) of the City of
    21  Philadelphia.
    22     The Fourteenth District shall consist of the City of
    23  Pittsburgh; the Townships of Baldwin, Reserve and Stowe, and the
    24  Boroughs of Bellevue, Castle Shannon, Edgewood, Homestead,
    25  McKees Rocks, Millvale, Mt. Oliver, Sharpsburg and Wilkinsburg
    26  of Allegheny County.
    27     The Fifteenth District shall consist of the Townships of
    28  Kidder, Lower Towamensing, Penn Forest and Towamensing, and the
    29  Boroughs of Bowmanstown and Palmerton of Carbon County; Lehigh
    30  County; the Township of Polk of Monroe County; and Northampton

     2     The Sixteenth District shall consist of the Townships of East
     3  Nottingham, Londonderry, Lower Oxford, Penn, Upper Oxford, West
     4  Fallowfield and West Nottingham, and the Borough of Oxford of
     5  Chester County; the Townships of Conewago, Londonderry and Lower
     6  Swatara, and the Boroughs of Middletown and Royalton of Dauphin
     7  County; Lancaster County; and Lebanon County.
     8     The seventeenth District shall consist of the Townships of
     9  Castanea, Crawford, Green, Lamar and Wayne, and the Borough of
    10  Loganton of Clinton County; the City of Harrisburg, the
    11  Townships of East Hanover, Halifax, Jackson, Jefferson, Lower
    12  Paxton, Lykens, Middle Paxton, Mifflin, Reed, Rush, South
    13  Hanover, Susquehanna, Swatara, Upper Paxton, Washington, Wayne,
    14  West Hanover, Wiconisco and Williams, and the Boroughs of
    15  Berrysburg, Dauphin, Elizabethville, Gratz, Halifax, Highspire,
    16  Hummelstown, Lykens, Millersburg, Paxtang, Penbrook, Pillow,
    17  Steelton and Williamstown of Dauphin County; Juniata County;
    18  Lycoming County; the City of Sunbury, the Townships of Delaware,
    19  East Chillisquaque, Jackson, Jordan, Lewis, Little Mahanoy,
    20  Lower Augusta, Lower Mahanoy, Point, Ralpho, Rockefeller, Rush,
    21  Shamokin, Turbot, Upper Augusta, Upper Mahanoy, Washington, West
    22  Cameron, West Chillisquaque and Zerbe, and the Boroughs of
    23  Herndon, McEwensville, Milton, Northumberland, Riverside,
    24  Snydertown, Turbotville and Watsontown of Northumberland County;
    25  Perry County; Snyder County; and Union County.
    26     The Eighteenth District shall consist of Townships of Aleppo,
    27  Collier, Hampton, Kennedy, Kilbuck, McCandless, Mt. Lebanon,
    28  Neville, O'Hara, Ohio, Penn Hills, Richland, Robinson, Ross,
    29  Scott, Shaler, South Fayette and Upper St. Clair, and the
    30  Boroughs of Aspinwall, Avalon, Baldwin, Bell Acres, Ben Avon,

     1  Ben Avon Heights, Bethel Park, Blawnox, Brentwood, Bridgeville,
     2  Carnegie, Churchill, Crafton, Dormont, Edgeworth, Emsworth,

     4  Tree, Haysville, Heidelberg, Ingram, McDonald (Allegheny County
     5  Portion), Osborne, Pennsbury Village, Pleasant Hills, Rosslyn

     7  West View and Whitehall of Allegheny County; and the Township of

     9     The Nineteenth District shall consist of Adams County; the
    10  Townships of East Pennsboro, Hampden, Lower Allen, Middlesex,
    11  North Middleton, Silver Spring, Upper Allen and West Pennsboro,
    12  and the Boroughs of Camp Hill, Carlisle, Lemoyne, Mechanicsburg,
    13  New Cumberland, Shiremanstown, West Fairview and Wormleysburg of
    14  Cumberland County; and York County.
    15     The Twentieth District shall consist of the Cities of
    16  Clairton, Duquesne and McKeesport, the Townships of East Deer,
    17  Elizabeth, Fawn, Forward, Frazer, Harmar, Harrison, Indiana,
    18  North Versailles, South Park, South Versailles, Springdale, West
    19  Deer and Wilkins, and the Boroughs of Brackenridge, Braddock,
    20  Braddock Hills, Chalfant, Cheswick, Dravosburg, East McKeesport,
    21  East Pittsburgh, Elizabeth, Glassport, Jefferson, Liberty,
    22  Lincoln, Monroeville, Munhall, North Braddock, Oakmont,
    23  Pitcairn, Plum, Port Vue, Rankin, Springdale, Swissvale,
    24  Tarentum, Trafford (Allegheny County Portion), Turtle Creek,
    25  Verona, Versailles, Wall, West Elizabeth, West Homestead, West
    26  Mifflin, Whitaker, White Oak and Wilmerding of Allegheny County;

     7     The Twenty-first District shall consist of the Townships of
     8  Brownsville, Franklin, Georges, German, Jefferson, Lower Tyrone,
     9  Luzerne, Menallen, Nicholson, Perry, Redstone, Springhill and
    10  Washington, and the Boroughs of Belle Vernon, Brownsville,
    11  Dawson, Fairchance, Fayette City, Masontown, Newell,
    12  Perryopolis, Point Marion and Smithfield of Fayette County;
    13  Greene County; the City of Monongahela, the Townships of
    14  Carroll, East Bethlehem, Fallowfield, West Bethlehem and West
    15  Pike Run, and the Boroughs of Allenport, California,
    16  Centerville, Charleroi, Coal Center, Deemston, Donora, Dunlevy,
    17  Elco, Ellsworth, Long Branch, Marianna, New Eagle, North
    18  Charleroi, Roscoe, Speers, Stockdale, Twilight and West
    19  Brownsville of Washington County; and the Cities of Arnold,
    20  Greensburg, Jeannette, Lower Burrell, Monessen and New
    21  Kensington, the Townships of Allegheny, Bell, East Huntingdon,
    22  Hempfield, Loyalhanna, Mt. Pleasant, North Huntingdon, Penn
    23  Rostraver, Salem, Sewickley, South Huntingdon, Unity, Upper
    24  Burrell and Washington, and the Boroughs of Adamsburg, Arona,
    25  Avonmore, Delmont, East Vandergrift, Export, Hunker, Hyde Park,
    26  Irwin, Madison, Manor, Mt. Pleasant, Murrysville, New Stanton,
    27  North Belle Vernon, North Irwin, Oklahoma, Penn, Scottdale,
    28  Smithton, South Greensburg, Southwest Greensburg, Sutersville,
    29  Trafford (Westmoreland County Portion), Vandergrift, West
    30  Leechburg, West Newton, Youngstown and Youngwood of Westmoreland

     2     The Twenty-second District shall consist of the Townships of
     3  Crescent, Findlay, Leet, Marshall, Moon, North Fayette and Pine
     4  and the Boroughs of Bradford Woods, Coraopolis, Leetsdale and
     5  Oakdale of Allegheny County; the Townships of Bethel, Cadogan,
     6  East Franklin, North Buffalo, South Buffalo, Sugar Creek and
     7  West Franklin, and the Boroughs of Applewold, Freeport, West
     8  Kittanning and Worthington of Armstrong County; Beaver County;
     9  Butler County; and the City of New Castle, the Townships of
    10  Hickory, Little Beaver, Mahoning, North Beaver, Perry, Plain
    11  Grove, Scott, Shenango, Slippery Rock, Taylor, Union and Wayne,
    12  and the Boroughs of Bessemer, Ellport, Ellwood City (Lawrence
    13  County Portion), Enon Valley, New Beaver, Snpj, South New Castle
    14  and Wampum of Lawrence County.
    15     The Twenty-third District shall consist of  the Townships of
    16  Boggs, Bradys Bend, Hovey, Kittanning, Madison, Mahoning, Manor,
    17  Perry, Pine, Plumcreek, Rayburn, Redbank, Valley and Washington,
    18  and the Boroughs of Elderton, Ford City, Ford Cliff, Kittanning,
    19  Manorville, Parker City and South Bethlehem of Armstrong County;
    20  Cameron County; Centre County; Clarion County; the City of
    21  Dubois, the Township of Sandy, and the Borough of Falls Creek
    22  (Clearfield County Portion) of Clearfield County; the City of
    23  Lock Haven, the Townships of Allison, Bald Eagle, Beech Creek,
    24  Chapman, Colebrook, Dunnstable, East Keating, Gallagher, Grugan,
    25  Leidy, Logan, Noyes, Pine Creek, Porter, West Keating and
    26  Woodward, and the Boroughs of Avis, Beech Creek, Flemington,
    27  Mill Hall, Renovo and South Renovo of Clinton County; Elk
    28  County; Forest County; Jefferson County; McKean County; Potter
    29  County; Venango County; and Warren County.
    30     Section 2.  The first election under this act shall be held

     1  at the primary election in the year 1982.
     2     The members of Congress now in office shall continue in such
     3  office until the expiration of their respective terms.
     4     Vacancies now existing or happening after the passage of this
     5  act and before the commencement of the terms of the members
     6  elected at the election of 1982 shall be filled for the
     7  unexpired terms in the manner now provided by law.
     8     Section 3.  In the event any political subdivision or part
     9  thereof should be omitted in the description of the
    10  congressional districts, such political subdivision or part
    11  thereof shall be included as a part of the congressional
    12  district which completely surrounds it. Should any omitted
    13  political subdivision or part thereof be not completely
    14  surrounded by one congressional district, it shall become a part
    15  of that congressional district to which it is contiguous, or if
    16  there are two or more such contiguous districts, it shall become
    17  a part of that congressional district contiguous thereto which
    18  has the least population.
    19     Section 4.  (a)  The act of January 25, 1972 (P.L.7, No.3),
    20  entitled "An act to apportion the Commonwealth of Pennsylvania
    21  into congressional districts in conformity with constitutional
    22  requirements; and providing for the nomination and election of
    23  Congressmen," is repealed except as to the filling of vacancies
    24  under the provisions of section 2 of this act.
    25     (b)  All other acts and parts of acts are repealed insofar as
    26  they are inconsistent herewith.
    27     Section 5.  This act shall take effect immediately.
