                                     AN ACT

     1  Requiring the attachment of fiscal impact statements to all
     2     bills in original form or as amended relating to the
     3     expenditure of funds by, or loss of revenue to, political
     4     subdivisions.

     5     The General Assembly of the Commonwealth of Pennsylvania
     6  hereby enacts as follows:
     7     Section 1.  Any bill introduced in either House of the
     8  Legislature which if enacted, may or would result in requiring
     9  any political subdivision to expend funds, or may or would
    10  result in a loss of revenue, from whatever source derived, to
    11  any political subdivision, shall not be given final
    12  consideration in either House of the Legislature, either in the
    13  form as introduced or as amended without having attached thereto
    14  a statement adequately describing the fiscal effect upon any
    15  political subdivision which may or would be affected thereby.
    16     Section 2.  The statement provided for in section 1 shall
    17  include, but not be limited to the following information:
    18         (1)  the probable cost of the regulation for the upcoming


     1     fiscal year;
     2         (2)  a projected cost estimate of the program for each of
     3     the five succeeding fiscal years;
     4         (3)  the fiscal history, if any, of the program for which
     5     expenditures are to be made;
     6         (4)  the probable loss of revenue from the regulation for
     7     the upcoming fiscal year;
     8         (5)  a projected loss of revenue estimate from the
     9     regulation for each of the five succeeding fiscal years;
    10         (6)  a reference to the source of the data from which the
    11     foregoing fiscal information was obtained, and an explanation
    12     of the basis upon which it is computed; and
    13         (7)  a signature by the appropriate official or
    14     individual responsible for the statement's preparation.
    15     Section 3.  The legislative committee from which such a bill
    16  emanates shall have responsibility for the preparation of the
    17  statement. The committee itself may prepare the statement, or
    18  have the Appropriations Committee or other standing committees
    19  of the Legislature prepare the statement or request that an
    20  executive department, agency, board, authority, or commission
    21  prepare such a statement.
    22     Section 4.  This act shall take effect in 60 days.
