                               A JOINT RESOLUTION

     1  Proposing an amendment to the Constitution of the Commonwealth
     2     of Pennsylvania, providing for six-year terms for Senators
     3     and four-year terms for members of the House of
     4     Representatives and changing the time of the election of
     5     Senators.

     6     The General Assembly of the Commonwealth of Pennsylvania
     7  hereby resolves as follows:
     8     Section 1.  The following amendment to the Constitution of
     9  the Commonwealth of Pennsylvania is proposed in accordance with
    10  the provisions of Article XI thereof:
    11     That sections 2 and 3 of Article II be amended to read:
    12  § 2.  Election of members; vacancies.
    13     [Members of the General Assembly shall be chosen at the
    14  general election every second year.] Except for the elections
    15  implementing this section and section 3 and except for elections
    16  to fill vacancies in office, members of the House of
    17  Representatives shall be chosen at general elections and
    18  Senators shall be chosen at municipal elections. Their term of
    19  service shall begin on the first day of December next after

     1  their election. Whenever a vacancy shall occur in either House,
     2  the presiding officer thereof shall issue a writ of election to
     3  fill such vacancy for the remainder of the term.
     4  § 3.  Terms of members.
     5     Except for the initial election implementing this amendment,
     6  Senators shall be elected for the term of [four] six years and
     7  Representatives for the term of [two] four years.
     8                              SCHEDULE
     9     At the first general election after the effective date of
    10  this amendment, Representatives in even-numbered districts shall
    11  be elected for terms of four years and the Representatives in
    12  odd-numbered districts shall be elected for terms of two years
    13  and, 16 Senators shall be elected for terms of one year, 17
    14  Senators shall be elected for terms of three years, and 17
    15  Senators shall be elected for terms of five years. The method of
    16  selection of the Senatorial districts which shall correspond to
    17  the terms of one, three, and five years shall be provided for by
    18  the General Assembly.
