AN ACT
1 Prohibiting reductions-in-force of certain public employees
2 pending completion of a manpower survey and report by the
3 Department of Community Affairs in cities of the first class.
4 The General Assembly of the Commonwealth of Pennsylvania
5 hereby enacts as follows:
6 Section 1. Certain reductions-in-force prohibited.
7 The governing body of a city of the first class shall not
8 implement any program of layoffs or otherwise reduce in force
9 the public employees of the police and fire departments, since
10 such a reduction-in-force would jeopardize the lives, health and
11 safety of the people, until the Department of Community Affairs
12 shall have completed a manpower survey and report relating to
13 the affected areas of public employment.
14 Section 2. Effective date.
15 This act shall take effect immediately.
