        AS AMENDED ON THIRD CONSIDERATION, FEBRUARY 26, 1980

                                     AN ACT

     1  Authorizing and directing the Department of General Services,
     2     with the approval of the Department of Public Welfare and the
     3     Governor to convey to the Township of Collier for a            <--
     4     consideration to be determined by an appraisal, ten acres of
     5     land, more or less, situate in the Township of Collier,
     6     Allegheny County, Commonwealth of Pennsylvania.

     7     The General Assembly of the Commonwealth of Pennsylvania
     8  hereby enacts as follows:
     9     Section 1.  The Department of General Services, with the
    10  approval of the Department of Public Welfare and the Governor,
    11  is hereby authorized and directed on behalf of the Commonwealth
    12  of Pennsylvania, to grant and convey for a consideration which    <--
    13  shall be the actual market value of the tract of property
    14  hereinafter described as determined by an independent appraisal
    15  service chosen by the Secretary of General Services, and paid
    16  for by Collier Township, OF $1, to the Township of Collier the    <--
    17  following tract of land situate in the Township of Collier,
    18  County of Allegheny, and Commonwealth of Pennsylvania, bounded
    19  and described as follows:


     1     Beginning at a point near the centerline intersection of
     2  L.R.02041, L.R.02344, and L.R.02022 being Hilltop Road, said
     3  point being also on the easterly line of property now or
     4  formerly Equitable Gas Company; thence in and through L.R.02041
     5  a 33 feet right-of-way, and along the easterly line of property
     6  now or formerly of Equitable Gas Company, and along the easterly
     7  line of property now or formerly of James B. Blackburn, et al,
     8  north 05 degrees, 21 minutes west, a distance of 458.00 feet to
     9  a point; thence continuing along the easterly line of Blackburn,
    10  north, 82 degrees, 21 minutes west, a distance of 99.00 feet to
    11  a point at the northwesterly corner of the herein described
    12  property; thence along line of said Blackburn and the southerly
    13  line of property now or formerly of Collier Sportsmen
    14  Association north 64 degrees, 20 minutes east, a distance of
    15  766.56 feet to a point; thence through property of which this is
    16  a part, south 21 degrees, 18 minutes east, a distance of 633.86
    17  feet to a point in the centerline of Hilltop Road, being
    18  L.R.02022, a 33 feet right-of-way; thence continuing through
    19  property of which this is a part and along the centerline of
    20  said Hilltop Road the following bearings and distances:
    21     South 68 degrees, 42 minutes west, a distance of 271.80 feet
    22  to a point; thence by the arc of a circle deflecting to the
    23  right in a southwesterly direction having a radius of 1330.00
    24  feet, an arc distance of 298.67 feet to a point; thence south 81
    25  degrees, 34 minutes west, a distance of 241.66 feet to a point
    26  at the place of beginning.
    27  Containing 10 acres.
    28     The conveyance shall be made under and subject to all
    29  easements, servitudes and rights of others, including but not
    30  confined to streets, roadways, and rights of any telephone,

     1  telegraph, water, electric, sewer, gas or pipeline companies, as
     2  well as under and subject to any interest, estates, or tenancies
     3  vested in third persons, whether or not appearing of record, for
     4  any portion of the land or improvements erected thereon.
     5     Section 2.  The Deed of Conveyance shall contain a clause
     6  that the lands conveyed shall be used for a municipal complex by
     7  the Township of Collier and if at any time the said Township of
     8  Collier or its successor in function conveys said property or
     9  authorizes or permits said property to be used for any purpose
    10  other than those aforementioned, the title thereto shall
    11  immediately revert to and revest in the Commonwealth of
    12  Pennsylvania.
    13     Section 3.  The Deed of Conveyance shall be approved by the
    14  Department of Justice and shall be executed by the Secretary of
    15  General Services in the name of the Commonwealth of
    16  Pennsylvania.
    17     Section 4.  This act shall take effect immediately.
