        AS REPORTED FROM COMMITTEE ON FEDERAL-STATE RELATIONS, HOUSE OF
           REPRESENTATIVES, AS AMENDED, SEPTEMBER 29, 1980

                        In the House of Representatives, August 25, 1980

     1     A Federal Executive Order of December 1, 1978 placed           <--
     2  56,000,000 acres of Alaskan land into the National Park System
     3  and prohibits hunting big game.
     4     This vast acreage could be reasonably developed for the
     5  benefit of all the citizens of the United States; therefore be
     6  it
     7     RESOLVED (the Senate concurring), That the General Assembly
     8  of the Commonwealth of Pennsylvania memorializes Congress, the
     9  President and the Secretary of the Interior to reverse the
    10  December 1, 1978 Executive Order putting 56,000,000 acres of
    11  Alaskan land into the National Park System; and be it further
    12     RESOLVED, That copies of this resolution be sent to the
    13  President of the United States, to the United States Secretary
    14  of the Interior, to the presiding officers of both Houses of
    15  Congress and to each member of Congress from Pennsylvania.
    16     WHEREAS, THE CONGRESS OF THE UNITED STATES HAS FAILED TO MEET  <--


     1  ITS OWN DEADLINE IMPOSED BY THE 1971 ALASKAN NATIVE SETTLEMENT
     2  CLAIMS ACT; AND
     3     WHEREAS, THIS FAILURE HAS RESULTED IN A DECEMBER 1, 1978
     4  EXECUTIVE ORDER UNDER THE 1906 ANTIQUITIES ACT WHICH RESULTED IN
     5  A TEMPORARY WITHDRAWAL OF 56,000,000 ACRES FROM ENTRY UNDER ALL
     6  PUBLIC LAND LAWS PENDING CONGRESSIONAL ACTION; AND
     7     WHEREAS, THE EFFECT OF THIS EXECUTIVE ORDER HAS CLOSED
     8  41,000,000 ACRES TO SPORT HUNTING WHILE ONLY 15,000,000 ACRES
     9  ARE STILL OPEN TO HUNTING AND FISHING; AND
    10     WHEREAS, THIS VAST ACREAGE COULD BE UTILIZED FOR THE
    11  ENJOYMENT OF UNITED STATES CITIZENS WHO PARTICIPATE IN OUTDOOR
    12  SPORTS AND RECREATION; THEREFORE BE IT
    13     RESOLVED (THE SENATE CONCURRING), THAT THE GENERAL ASSEMBLY
    14  OF THE COMMONWEALTH OF PENNSYLVANIA MEMORIALIZES CONGRESS, THE
    15  PRESIDENT OF THE UNITED STATES AND THE SECRETARY OF THE INTERIOR
    16  TO ACT EXPEDITIOUSLY ON THE "ALASKAN LANDS LEGISLATION" TO
    17  ENSURE THE TIMELY RESOLUTION OF THIS IMPORTANT YET NEGLECTED
    18  PROBLEM; AND BE IT FURTHER
    19     RESOLVED, THAT COPIES OF THIS RESOLUTION BE SENT TO THE
    20  PRESIDENT OF THE UNITED STATES, TO THE UNITED STATES SECRETARY
    21  OF THE INTERIOR, TO THE PRESIDING OFFICERS OF BOTH HOUSES OF
    22  CONGRESS AND TO EACH MEMBER OF CONGRESS FROM PENNSYLVANIA.
