In the House of Representatives, March 18, 1980 1 WHEREAS, The President of the United States, Jimmy Carter, 2 proposes, as a part of a multifaceted national attack on 3 inflation, to impose an additional fee of ten cents on all oil 4 imported by the United States; and 5 WHEREAS, Under the same proposed attack on inflation, the 6 current Federal Revenue Sharing Program with the various states 7 is slated for repeal or drastic curtailment, ironically when 8 these same states are being increasingly called upon to enforce 9 and administer more and more Federal laws and regulations with 10 additional financial impairment; and 11 WHEREAS, The average return of Federal money to the 12 Commonwealth is in the area of six cents for every ten cents 13 transmitted to Washington; therefore be it 14 RESOLVED, That the House of Representatives memorializes the 15 Congress of the United States to introduce and adopt legislation 16 which would transfer the President's proposed additional import
1 fee directly to the various states on the basis of their use of 2 oils and fuels or that, in the alternative, the various states 3 be allowed to impose this additional import fee instead of so 4 empowering the President; and be it further 5 RESOLVED, That copies of this resolution be transmitted to 6 the Speaker of the United States House of Representatives and to 7 the President pro tempore of the United States Senate and to 8 each member of the Pennsylvania Congressional delegation.
