HOUSE RESOLUTION

                          In the House of Representatives, March 5, 1980

     1     The northeastern quadrant of the United States is currently
     2  undergoing a period of significant unemployment and economic
     3  recession.
     4     The Federal Government can help ease the problems facing the
     5  people of the northeast by channeling government contracts into
     6  this area to create jobs, generate tax revenues and encourage
     7  local manufacturing facilities.
     8     The United States Department of Revenue is presently limited
     9  in considering local economic conditions when granting contracts
    10  because of the so called "Maybank Amendment."
    11     The United States Department of Defense, unlike other Federal
    12  agencies, is prohibited from using procurement procedures as a
    13  way of assisting local communities to overcome temporary
    14  economic difficulties; therefore be it
    15     RESOLVED, (the Senate concurring) That the General Assembly
    16  of the Commonwealth of Pennsylvania call upon the Congress of
    17  the United States to repeal the so called "Maybank Amendment" so

     1  that the United States Department of Defense can consider local
     2  economic conditions when awarding contracts so that government
     3  procurement can be used as a means of stimulating the economies
     4  of areas which now suffer from high unemployment and other
     5  conditions; and be it further
     6     RESOLVED, That copies of this resolution be sent to the
     7  United States Senate, the House of Representatives, and to each
     8  United States Senator and Representative from Pennsylvania.
