In the House of Representatives, October 23, 1979 1 WHEREAS, There have been large amounts of Federal, State and 2 local moneys invested in the development of Neville Island Park, 3 Allegheny County; and 4 WHEREAS, Recent developments indicate that the previous owner 5 of Neville Island utilized that area as a disposal site for 6 toxic wastes; and 7 WHEREAS, Neville Island Park is presently closed and will, in 8 all probability, remain closed for an indefinite period of time 9 as a result of the accumulation of toxic wastes which pose a 10 serious health hazard to the users of the park and individuals 11 residing in the vicinity of said park; and 12 WHEREAS, It is essential that immediate action be taken to 13 protect the health, welfare and safety of the residents of 14 Allegheny County; therefore be it 15 RESOLVED, That the House of Representatives request the 16 Attorney General and the Department of Environmental Resources
1 to immediately investigate all the circumstances surrounding the 2 Neville Island Park matter; and be it further 3 RESOLVED, That the Attorney General and Department of 4 Environmental Resources take whatever steps are necessary to 5 detoxify and remove the wastes from the Neville Island Park site 6 including but not limited to: 7 (1) Requiring the previous owner to remove the wastes. 8 (2) Remove the wastes and assess the previous owner for all 9 costs incurred. 10 (3) Require the return of the site to the previous owner and 11 recover all moneys expended on the development and improvement 12 of the Neville Island Park site.
