        REFERRED TO COMMITTEE ON RULES, OCTOBER 23, 1979

                       In the House of Representatives, October 22, 1979

     1     WHEREAS, The economic vitality of the Commonwealth of
     2  Pennsylvania is constantly under the threat of industries
     3  locating to other areas of the United States of America; and
     4     WHEREAS, A number of these industries cite the high level of
     5  corporate taxation as one of many reasons for their departure;
     6  and
     7     WHEREAS, It is essential that Pennsylvania remain competitive
     8  with her sister states by not only retaining industries but also
     9  attracting new industries; now therefore be it
    10     RESOLVED, That the House of Representatives direct the House
    11  Business and Commerce Committee to conduct an in depth study
    12  into the feasibility of reducing the Pennsylvania Corporate Net
    13  Income Tax rates in order to make Pennsylvania competitive with
    14  other states in attracting new industry and holding existing
    15  industry; and be it further
    16     RESOLVED, That the House Business and Commerce Committee
    17  report its findings and conclusions to the full House of

     1  Representatives within 90 days after the passage of this
     2  resolution.
