In the House of Representatives, October 17, 1979 1 WHEREAS, The need and use of technical and electronic 2 equipment and services have expanded greatly; and 3 WHEREAS, This equipment, facilities and services have not 4 been subjected to an overall independent examination; and 5 WHEREAS, The modernization and improvement of the cost- 6 effectiveness of technical and electronic equipment, facilities 7 and services can be facilitated by an impartial study conducted 8 by a group of persons knowledgeable and experienced in the area; 9 and 10 WHEREAS, There is no current inventory of technical and 11 electronic equipment and services in use by State Government; 12 therefore be it 13 RESOLVED (the Senate concurring), That there is hereby 14 established a Commission on Technology which shall be composed 15 of nine members appointed as follows: 16 (1) Three members appointed by the Speaker of the House of
1 Representatives upon the joint recommendation of the House 2 Majority and Minority Leaders. 3 (2) Three members appointed by the President pro tempore of 4 the Senate upon the joint recommendation of the Senate Majority 5 and Minority Leaders. 6 (3) Three members appointed by the Governor. 7 The members appointed to the commission shall be knowledgeable 8 and experienced in the areas of technical-electronic 9 communications including, but not limited to: 10 (1) Data processing. 11 (2) Telecommunications. 12 (3) Electronics. 13 (4) Recording. 14 (5) Production. 15 (6) Printing. 16 Six members of the commission shall constitute a quorum and any 17 two members may hold public hearings; and be it further 18 RESOLVED, That the commission shall have the function and its 19 duty shall be to make a comprehensive and impartial study of the 20 technical and electronic equipment, facilities and services in 21 current use by Pennsylvania State Government. The commission is 22 authorized to hire an executive director and such other staff as 23 it believes necessary for the conduct of the study. Members of 24 the commission shall be entitled to per diem compensation of $50 25 and shall also be reimbursed for necessary and actual expenses 26 incurred in the performance of their duties. The commission may 27 expend funds allocated or appropriated to it for administrative 28 and operational costs and any other expenses incidental to its 29 work; and be it further 30 RESOLVED, That the commission is authorized to utilize the 19790H0137R2309 - 2 -
1 services, information, facilities and personnel of the 2 Legislative and Executive Departments. Office space and office 3 furniture, furnishings and equipment shall be provided to the 4 commission by the Department of General Services; and be it 5 further 6 RESOLVED, That the commission shall submit a final report to 7 the Governor and the presiding officers and Majority and 8 Minority Leaders of each House of the General Assembly as soon 9 as possible after the conclusion of the 1979-1980 Legislative 10 Session, which report shall set forth the results of the study 11 made under this resolution, together with its findings and 12 recommendations. The commission may submit such other reports as 13 the Governor or the General Assembly may request or as the 14 commission deems advisable.
