HOUSE RESOLUTION

                           In the House of Representatives, May 30, 1979

     1     WHEREAS, The primary function of the Pennsylvania Industrial
     2  Development Authority is the granting of low interest, long term
     3  loans for the purpose of creating jobs; and
     4     WHEREAS, The Pennsylvania Industrial Development Authority
     5  has loaned millions of dollars to both new and existing
     6  industries since its inception; and
     7     WHEREAS, A substantial portion of the money loaned by PIDA
     8  was to create new jobs through expansion programs of existing
     9  industries; and
    10     WHEREAS, It is incumbent upon the House of Representatives to
    11  learn whether the number of new jobs actually created by new or
    12  existing industries is consistent with the amount of new jobs
    13  projected in the loan applications submitted to PIDA; therefore
    14  be it
    15     RESOLVED, That the House of Representatives of the
    16  Commonwealth of Pennsylvania direct the Joint State Government
    17  Commission to conduct a thorough study and evaluation of the


     1  Pennsylvania Industrial Development Authority's policy in
     2  granting industrial development loans and what steps are taken
     3  to monitor and verify the projected creation of new jobs during
     4  the life of said loans; and be it further
     5     RESOLVED, That the commission report its findings and
     6  recommendations to the House of Representatives within six
     7  months of the approval of this resolution.
