In the House of Representatives, May 8, 1979 1 WHEREAS, The General Assembly has declared that it is the 2 policy of the Commonwealth of Pennsylvania that all public 3 officers and agencies should, at all times, aid and promote the 4 development of the steel industry of the United States in order 5 to stimulate and improve the economic well-being of the 6 Commonwealth and its citizens; and 7 WHEREAS, Such declaration has been expressed as a statutory 8 mandate in the act of March 3, 1978 (P.L.6, No.3), known as the 9 "Steel Products Procurement Act;" and 10 WHEREAS, Purchasing by certain Commonwealth and local 11 agencies which operate programs sponsored or funded in whole or 12 in part by the Federal Government, is subject to control by 13 Federal regulations which in many instances require purchase 14 from the lowest bidder regardless of the origin of the products
1 purchased; and 2 WHEREAS, These regulations may have the effect of requiring a 3 state or local agency to violate the "Steel Products Procurement 4 Act;" therefore be it 5 RESOLVED, That the House of Representatives of the 6 Commonwealth of Pennsylvania hereby memorializes the President 7 of the United States and his cabinet officers to modify existing 8 Federal regulations so as to allow state and local agencies to 9 conform to the Commonwealth law; and be it further 10 RESOLVED, That copies of this resolution be immediately 11 transmitted to the President of the United States and to all of 12 his cabinet officers.
