HOUSE RESOLUTION

                            In the House of Representatives, May 1, 1979

     1     WHEREAS, Recent statistics show that Commonwealth of
     2  Pennsylvania departments and agencies have made little progress
     3  in realizing affirmative action goals in hiring and promoting
     4  women and minorities. Additionally, some Commonwealth
     5  departments and agencies have been uncooperative in complying
     6  with equal opportunity laws in the purchase of services; and
     7     WHEREAS, The figures for some Commonwealth departments show
     8  an incredible resistance to abandoning discriminatory hiring
     9  practices, others show lackluster recruitment of minority and
    10  female applicants; and
    11     WHEREAS, In falling short of its responsibilities, State
    12  government is setting a poor example for local governments and
    13  private employers who have been less than diligent in
    14  implementing affirmative action programs. Indeed, Pennsylvania's
    15  record in pursuing affirmative action goals in State hiring and
    16  purchase of services is intolerable and should be closely
    17  scrutinized by the General Assembly; therefore be it


     1     RESOLVED (the Senate concurring), That there be created a
     2  special committee of the General Assembly to consist of five
     3  members of the House and five members of the Senate, to be
     4  appointed in the same manner as standing committees of the House
     5  and Senate are appointed, to function during the 1979 Regular
     6  Session of the General Assembly and until December 31, 1979, to
     7  monitor and investigate the affirmative action programs of State
     8  departments and agencies, including the activities of the State
     9  Civil Service Commission; to look into the State's compliance
    10  with equal opportunity laws in the purchase of services, and to
    11  report its findings and recommendations to the General Assembly
    12  by December 31, 1979; and be it further
    13     RESOLVED, That the committee may employ such consultants,
    14  aides, and assistants as it deems necessary to conduct its
    15  study; the committee may call upon the Joint State Government
    16  Commission for such services and assistance as it deems
    17  necessary and may request information and assistance from State
    18  departments and agencies; and be it further
    19     RESOLVED, That the members of the committee shall serve
    20  without compensation, but shall be entitled to actual and
    21  necessary travel and other expenses incurred in the performance
    22  of official duties, the expenses of the members of the House to
    23  be paid from the appropriations to the House of Representatives
    24  and the expenses of the members of the Senate to be paid from
    25  the appropriations to the Senate.
