In the House of Representatives, March 6, 1979 1 The problem of the pollution of Lake Erie was investigated 2 during the 1969 and 1970 Sessions by a joint bipartisan 3 committee pursuant to House Resolution No.142, Printer's No. 4 2087, concurred in by the Senate on October 21, 1969 and 5 continued in the 1973 and 1974 Sessions by House Resolution No. 6 18, Printer's No.163, concurred in by the Senate on March 27, 7 1973. Its service to the Commonwealth should be continued; 8 therefore be it 9 RESOLVED (the Senate concurring), That the Speaker of the 10 House of Representatives appoint five members of the House, 11 three of whom shall be of the majority party, and two of the 12 minority party, and that the President pro tempore of the Senate 13 appoint five members of the Senate, three of whom shall be of 14 the majority party, and two of the minority party, to a 15 committee to investigate the problem of the pollution of Lake 16 Erie. Such committee shall investigate the causes of such 17 pollution from whatever source and shall make recommendations
1 for legislative action necessary to correct such pollution; and 2 be it further 3 RESOLVED, That the committee may hold public hearings, take 4 testimony, and make its study at such places as it deems 5 necessary within this Commonwealth. It may issue subpoenas under 6 the hand and seal of its chairman commanding any person to 7 appear before it and answer questions touching matters properly 8 being inquired into by the committee and to produce such books, 9 papers, records and documents as the committee deems necessary. 10 Such subpoenas may be served upon any person and shall have the 11 force and effect of subpoenas issued out of the courts of this 12 Commonwealth. Any person who wilfully neglects or refuses to 13 testify before the committee or to produce any books, papers, 14 records or documents, shall be subject to the penalties provided 15 by the laws of the Commonwealth in such case. Each member of the 16 committee shall have power to administer oaths and affirmations 17 to witnesses appearing before the committee; and be it further 18 RESOLVED, That the committee shall report its findings, 19 together with its recommendations, for appropriate legislation 20 or otherwise to the General Assembly as soon as the 21 investigation is completed.
