        AS AMENDED ON THIRD CONSIDERATION, HOUSE OF REPRESENTATIVES,
           MARCH 18, 1980

                                     AN ACT

     1  Amending the act of June 13, 1967 (P.L.31, No.21), entitled "An
     2     act to consolidate, editorially revise, and codify the public
     3     welfare laws of the Commonwealth," providing for temporary
     4     staffing in the local office.

     5     The General Assembly of the Commonwealth of Pennsylvania
     6  hereby enacts as follows:
     7     Section 1.  Section 417, act of June 13, 1967 (P.L.31,
     8  No.21), known as the "Public Welfare Code," suspended insofar as
     9  inconsistent with Reorganization Plan No. 3 of July 24, 1975
    10  (P.L.629), is amended to read:
    11     Section 417.  Personnel.--Each county board shall:
    12     (1)  In accordance with the Civil Service Act, appoint,
    13  transfer, lay off, suspend and remove its employes who shall, on
    14  behalf of the county board and under the supervision of the
    15  Executive Director, provide assistance in the territory under
    16  the jurisdiction of the county board in accordance with law.
    17  Should there be an increase in the number of applications for
    18  benefits, which might result from a furlough, plant closing,

     1  labor dispute or reduction in force, such county board may
     2  request the temporary assistance not to exceed fifteen working
     3  days of employes of other county boards upon the request of and
     4  approval by the Secretary of Public Welfare.
     5     (2)  Determine the number of its employes and direct and
     6  supervise their services so as to attain the maximum degree of
     7  efficiency.
     8     (3)  From time to time, appoint such board of review as it
     9  sees fit and proper, to hear and determine appeals by employes
    10  from orders of demotion and of removal.
    11     Section 2.  This act shall take effect in 60 days.
