        AS REPORTED FROM COMMITTEE ON STATE GOVERNMENT, HOUSE OF
           REPRESENTATIVES, AS AMENDED, SEPTEMBER 17, 1979

                                     AN ACT

     1  Amending the act of April 9, 1929 (P.L.177, No.175), entitled
     2     "An act providing for and reorganizing the conduct of the
     3     executive and administrative work of the Commonwealth by the
     4     Executive Department thereof and the administrative
     5     departments, boards, commissions, and officers thereof,
     6     including the boards of trustees of State Normal Schools, or
     7     Teachers Colleges; abolishing, creating, reorganizing or
     8     authorizing the reorganization of certain administrative
     9     departments, boards, and commissions; defining the powers and
    10     duties of the Governor and other executive and administrative
    11     officers, and of the several administrative departments,
    12     boards, commissions, and officers; fixing the salaries of the
    13     Governor, Lieutenant Governor, and certain other executive
    14     and administrative officers; providing for the appointment of
    15     certain administrative officers, and of all deputies and
    16     other assistants and employes in certain departments, boards,
    17     and commissions; and prescribing the manner in which the
    18     number and compensation of the deputies and all other
    19     assistants and employes of certain departments, boards and
    20     commissions shall be determined," requiring the Department of
    21     General Services to establish an experimental vehicle
    22     district to evaluate the effectiveness of gasahol GASOHOL.     <--

    23     The General Assembly of the Commonwealth of Pennsylvania
    24  hereby enacts as follows:
    25     Section 1.  Section 2401.1, act of April 9, 1929 (P.L.177,


     1  No.175), known as "The Administrative Code of 1929," is amended
     2  by adding a clause to read:
     3     Section 2401.1.  Specific Powers of the Department of General
     4  Services.--In addition to all other powers and duties set forth
     5  in this act, the Department of General Services shall have the
     6  power, and its duty shall be:
     7     * * *
     8     (9.1)  To establish an experimental vehicle district in which
     9  all State vehicles shall be powered by gasahol GASOHOL, the       <--
    10  ethanol content of which shall have been manufactured from
    11  agricultural products grown or waste generated within the
    12  Commonwealth. The use of gasahol GASOHOL in State vehicles in     <--
    13  the experimental district shall be for a period of 18 months      <--
    14  THIRTY DAYS, after which time the department shall report to the  <--
    15  General Assembly WITHIN FIFTEEN DAYS AFTER THE TEST IS COMPLETED  <--
    16  on the effectiveness of the use of gasahol GASOHOL.               <--

    18     Section 2.  For purposes of this amendatory act, the
    19  following words and phrases as used in this amendatory act shall
    20  have the following meanings:
    21     "Ethanol."  Alcohol made from grain or other agricultural
    22  products or from agricultural wastes.
    23     "Gasahol GASOHOL."  A mixture of not less than 7% and not      <--
    24  more than 10% ethanol and gasoline which is used as a substitute
    25  for unleaded gasoline.
    26     "REPORT."  THE REPORT SHOULD REFLECT DRIVING UNDER NORMAL      <--
    27  STATE USAGE OF VEHICLES ENCOMPASSING THE VEHICLES' AGE OR SIZE,
    28  ADJUSTMENT (IF ANY) TO THE VEHICLE, WEATHER CONDITIONS,
    29  DIFFERING QUALITY OF ETHANOL AND THE BASE GASOLINE USED,
    30  MEASURING TECHNOLOGY EMPLOYED, DIFFERENT DRIVING PATTERNS, AND

     1  SERVICING HABITS.
     2     "State vehicle."  A passenger car or truck owned or leased by
     3  the Commonwealth of Pennsylvania.
     4     Section 3.  This act shall take effect immediately and shall
     5  expire in three years.
