AN ACT 1 Amending Title 75 (Vehicles) of the Pennsylvania Consolidated 2 Statutes, exempting recipients of Congressional Medal of 3 Honor from title and registration fees. 4 The General Assembly of the Commonwealth of Pennsylvania 5 hereby enacts as follows: 6 Section 1. Section 1901 of Title 75, act of November 25, 7 1970 (P.L.707, No.230), known as the Pennsylvania Consolidated 8 Statutes, is amended to read: 9 § 1901. Exemption of entities and vehicles from fees. 10 (a) Governmental and quasi-governmental entities.--Except as 11 otherwise specifically provided in this title, no fees shall be 12 charged under this title to any of the following: 13 (1) The Commonwealth. 14 (2) Political subdivisions. 15 (3) State and local authorities. 16 (4) The Federal Government. 17 (5) Other states. 18 (b) Title and registration fees.--No fee shall be charged 19 for titling or registration of any of the following:
1 (1) Buses registered by urban mass transportation 2 systems except that this paragraph shall cover only the 3 number of buses which the department determines are required 4 to provide scheduled service within the county in which they 5 have their principal place of business or contiguous 6 counties. 7 (2) Vehicles registered by volunteer fire, rescue and 8 ambulance associations. 9 (3) Vehicles registered by foreign nationals with the 10 rank of vice consul or higher assigned to a consulate in this 11 Commonwealth provided that citizens of the United States are 12 granted reciprocal exemptions. 13 (4) Vehicles of totally disabled veterans whose 14 disability is certified by the United States Veterans' 15 Administration as service-connected. 16 (5) Vehicles registered by Pennsylvanians who are 17 recipients of the Congressional Medal of Honor. 18 (c) Processing fee in lieu of registration fee.--No 19 registration fee shall be charged for vehicles registered by any 20 of the following but the department shall charge a fee of $10 to 21 cover the costs of processing for issuing or renewing the 22 registration: 23 (1) Hospital. 24 (2) Humane society. 25 (3) Nonprofit youth center. 26 (4) American Red Cross. 27 (5) Church. 28 (6) Girl Scouts of America. 29 (7) Boy Scouts of America. 30 (8) Salvation Army. 19790H1411B1611 - 2 -
1 (9) Duly chartered posts of national veterans'
2 organizations.
3 (10) Young Men's Christian Association.
4 (11) Young Men's Hebrew Association.
5 (12) Young Women's Christian Association.
6 (13) Young Women's Hebrew Association.
7 (14) Jewish Community Center.
8 (15) Nonprofit corporations of musical marching groups
9 of youths.
10 (16) Any person who is retired and receiving social
11 security or other pension and whose total income does not
12 exceed $7,500 per year. Unless the retired person is
13 physically or mentally incapable of driving the vehicle, the
14 retired person shall be the principal driver of the vehicle
15 but may from time to time authorize another person to drive
16 the vehicle in his or her stead.
17 (17) Any veteran who lost a limb or eye or who became
18 partially paralyzed while serving in the armed forces of the
19 United States.
20 (d) Limitations.--
21 (1) Vehicles titled and registered under the provisions
22 of this section shall be operated and used exclusively for
23 the purpose for which the vehicles were entitled to the
24 exemptions from fees.
25 (2) Only one passenger vehicle or one other vehicle with
26 a gross weight or registered gross weight of not more than
27 9,000 pounds may be registered to any person under the
28 provisions of subsection (b)(4) and (5) and subsection
29 (c)(16) and (17).
30 (e) Penalty.--Any person violating the provisions of this
