A SUPPLEMENT 1 To the act of (P.L. , No. ), entitled "An 2 act to provide for the expenses of the Executive, Legislative 3 and Judicial Departments of the Commonwealth, the public debt 4 and for the public schools for the fiscal period July 1, 1979 5 to June 30, 1980, and for the payment of bills incurred and 6 remaining unpaid at the close of the fiscal period ending 7 June 30, 1979," itemizing appropriations required from the 8 Federal Revenue Sharing Trust Fund for the proper operations 9 of the several departments of the Commonwealth authorized to 10 spend Federal Revenue Sharing Trust Fund moneys. 11 The General Assembly of the Commonwealth of Pennsylvania 12 hereby enacts as follows: 13 Section 1. This supplement shall be known and may be cited 14 as the "Federal Revenue Sharing Trust Fund Supplement to the 15 General Appropriation Act of 1979." 16 Section 2. The following sums, or as much thereof as may be 17 necessary, are hereby specifically appropriated from the Federal 18 Revenue Sharing Trust Fund for the fiscal period July 1, 1979 to 19 June 30, 1980 to finance programs in the several hereinafter 20 named agencies: 21 I. EXECUTIVE DEPARTMENT 22 To the Department of Education
1 Payments to school districts and intermediate 2 units on account of pupil transportation, including 3 nonpublic and hazardous pupil transportation..... $16,600,000 4 For payment to school districts and intermediate 5 units on account of education of exceptional 6 children in public schools....................... 53,600,000 7 To the Department of Environmental Resources 8 For payments to municipalities and municipality 9 authorities which have expended money to acquire 10 and construct sewage treatment plants in accordance 11 with the clean streams program and for the repair, 12 improvement or additions of certain sewage treatment 13 plants........................................... $13,266,000 14 To the Department of Health 15 For grants to county departments of health and 16 to municipalities for environmental health under 17 the act of August 24, 1951 (P.L.1304, No.315), 18 known as the "Local Health Administration Law"... $3,378,000 19 II. JUDICIAL DEPARTMENT 20 Miscellaneous 21 For the payment to the counties in reimbursement 22 of the direct costs incurred by the counties in the 23 administration and operation of all courts and for 24 offices of justices and judges of the Supreme, 25 Superior and Commonwealth Courts in the county of 26 their residence. Costs incurred by the counties 27 in the administration and operation of all courts 28 means costs as reported to the Department of 29 Community Affairs in the county's annual financial 30 report forms under the heading (a) "Judicial," but 19790H1328B1489 - 2 -
1 confined to the subheading: (160) courts, excluding 2 capital outlay. If a city coterminous with a 3 county does not report on the Department of 4 Community Affairs' form, its figures from the 5 same subheading, set forth in the department 6 forms, shall be used: Provided, That such 7 payments shall be made to the county treasurer 8 and in cities of the first class coterminous with 9 counties of the first class to the city treasurer: 10 And provided further, That in the event the amount 11 herein appropriated is not sufficient to reimburse 12 all such costs, payments shall be made to the 13 counties in the proportion which the costs of each 14 county bears to the total costs of all counties 15 during the most recently completed fiscal year: 16 And provided further, That in making allocations 17 and payments hereunder, the Court Administrator of 18 Pennsylvania shall, except for county offices of 19 justices and judges of the Supreme, Superior and 20 Commonwealth Courts, exclude all costs which are 21 not properly reportable under the heading herein- 22 above specified.................................. $24,000,000 23 Section 3. All Federal Revenue Sharing Trust Fund moneys 24 expended by the several State agencies named herein, or by any 25 political subdivision, organization or other agency receiving 26 such moneys from the State agencies named herein shall be spent 27 only in accordance with rules and regulations regarding the 28 expenditure of funds made available under Public Law 92-512, 29 entitled State and Local Fiscal Assistance Act of 1972. 30 Section 4.
