                                     AN ACT

     1  Creating a Student Advisory Board, providing for its membership,
     2     powers and duties, and adding to the duties of the Secretary
     3     of Education.

     4     The General Assembly of the Commonwealth of Pennsylvania
     5  hereby enacts as follows:
     6  Section 1.  Selection of members.
     7     There is hereby created a Student Advisory Board composed of
     8  representatives elected by the members of each Intermediate Unit
     9  Student Forum under whatever process the forum sees fit. The
    10  ratio of representatives on the board of students in each
    11  Intermediate Unit shall be one for every 100,000 or fraction
    12  thereof. The Secretary of Education may appoint, as ex-officio
    13  members of the Student Advisory Board, representatives of
    14  Statewide organizations of general purpose and constituencies.
    15  Section 2.  Term of office.
    16     The term of office for each representative shall be one
    17  academic year.
    18  Section 3.  Qualifications of members.
    19     Each representative shall be a member of the 11th or 12th

     1  grade of a secondary school in the Commonwealth.
     2  Section 4.  Powers and duties.
     3     The Student Advisory Board shall have the power and its duty
     4  shall be:
     5         (1)  To advise the Secretary of Education, the State
     6     Board of Education, the Governor and the General Assembly
     7     concerning matters of interest to students of secondary
     8     schools of Pennsylvania.
     9         (2)  To inform Intermediate Unit Forums and students
    10     concerning Student Advisory Board activities.
    11         (3)  To adopt rules and regulations as may be necessary
    12     to carry out the purposes of the Student Advisory Board.
    13  Section 5.  Meetings.
    14     The Student Advisory Board shall meet at least four times
    15  each academic year.
    16  Section 6.  Expenses.
    17     It shall be the duty of the Secretary of Education to provide
    18  staff and secretarial services to the Student Advisory Board. He
    19  shall pay the cost of transporting members of the Student
    20  Advisory Board to and from the meetings of the board, and the
    21  cost of food and lodging incurred incident to the meetings of
    22  the board.
    23  Section 7.  Advisors.
    24     The Student Advisory Board shall be advised by the Secretary
    25  of Education and his designees.
    26  Section 8.  Effective date.
    27     This act shall take effect immediately.
