                                     AN ACT

     1  Requiring the General Assembly to limit its legislative
     2     activities to the budget when annual appropriations are not
     3     enacted three months before the beginning of a fiscal year.

     4     The General Assembly of the Commonwealth of Pennsylvania
     5  hereby enacts as follows:
     6     Section 1.  If the General Assembly has not passed annual
     7  appropriations for the ordinary and necessary expenses of the
     8  Commonwealth prior to three months before the beginning of the
     9  next fiscal year, the legislative activities of the General
    10  Assembly shall beginning April 1 of that year be restricted to
    11  matters concerning State taxation and annual appropriations
    12  until appropriations for the ordinary and necessary expenses of
    13  the Commonwealth are enacted.
    14     Section 2.  This act shall take effect immediately.
