AN ACT 1 Amending Title 75 (Vehicles) of the Pennsylvania Consolidated 2 Statutes, further requiring that an individual's blood type 3 appear on the driver's license. 4 The General Assembly of the Commonwealth of Pennsylvania 5 hereby enacts as follows: 6 Section 1. Sections 1506(a), 1508(a) and 1510(a) of Title 7 75, act of November 25, 1970 (P.L.707, No.230), known as the 8 Pennsylvania Consolidated Statutes, are amended to read: 9 § 1506. Application for driver's license or learner's permit. 10 (a) Form and content.--Every application for a learner's 11 permit or driver's license shall be made upon a form furnished 12 by the department and shall contain such information as the 13 department may require to determine the applicant's identity, 14 competency and eligibility. The form shall provide for the 15 listing of an individual's blood type and may also provide for 16 inclusion of personal medical information and other information 17 of use in an emergency. 18 * * *
1 § 1508. Examination of applicant for driver's license.
2 (a) General rule.--Every applicant for a driver's license
3 shall be examined for the type or class of vehicles that the
4 applicant desires to drive. The examination shall include a
5 physical examination including a test for blood type, a
6 screening test of the applicant's eyesight and a test of the
7 applicant's ability to read and understand official traffic-
8 control devices, knowledge of safe driving practices and the
9 traffic laws of this Commonwealth, and shall include an actual
10 demonstration of ability to exercise ordinary and reasonable
11 control in the operation of a motor vehicle of the type or class
12 of vehicles for which the applicant desires a license to drive.
13 If the department finds it necessary to further determine an
14 applicant's fitness to operate a motor vehicle safely upon the
15 highways the department may require one or more of the following
16 types of examinations:
17 (1) A vision examination by an optometrist or
18 ophthalmologist.
19 (2) A physical examination.

22 § 1510. Issuance and content of driver's license.
23 (a) General rule.--The department shall, upon payment of the
24 required fee, issue to every qualified applicant a driver's
25 license indicating the type or general class of vehicles the
26 licensee is authorized to drive, which license shall contain a
27 distinguishing number identifying the licensee, the actual name,
28 date of birth, residence address, a color photograph of the
29 licensee, such other information as may be required by the
30 department, and either a facsimile of the signature of the

1 licensee or a space upon which the licensee shall write his 2 usual signature with pen and ink. Personal blood type shall be 3 included and other personal medical data and other information 4 for use in an emergency may be included as a part of the 5 license. Information other than that required to identify the 6 licensee, the distinguishing number and the class of license 7 issued may be included in microdata form. No driver's license 8 shall be valid until it has been signed by the licensee. 9 * * * 10 Section 2. This act shall take effect in 60 days. A29L61RZ/19790H0570B0620 - 3 -
