                                     AN ACT

     1  Amending the act of June 3, 1937 (P.L.1333, No.320), entitled
     2     "An act concerning elections, including general, municipal,
     3     special and primary elections, the nomination of candidates,
     4     primary and election expenses and election contests; creating
     5     and defining membership of county boards of elections;
     6     imposing duties upon the Secretary of the Commonwealth,
     7     courts, county boards of elections, county commissioners;
     8     imposing penalties for violation of the act, and codifying,
     9     revising and consolidating the laws relating thereto; and
    10     repealing certain acts and parts of acts relating to
    11     elections," requiring that the party chairman of any county
    12     political committee be elected by a secret ballot of the
    13     committee members.

    14     The General Assembly of the Commonwealth of Pennsylvania
    15  hereby enacts as follows:
    16     Section 1.  Section 807, act of June 3, 1937 (P.L.1333,
    17  No.320), known as the "Pennsylvania Election Code," is amended
    18  to read:
    19     Section 807.  County Committees; Rules; Other Party
    20  Officers.--There may be in each county a county committee for
    21  each political party within such county, the members of which
    22  shall be elected at the Spring primary, or appointed, as the
    23  rules of the respective parties within the county may provide.


     1  The chairman of such county committee shall be elected by a
     2  secret ballot of the members of such committee. The county
     3  committee of each party may make such rules for the government
     4  of the party in the county, not inconsistent with law or with
     5  the State rules of the party, as it may deem expedient, and may
     6  also revoke, alter or renew in any manner not inconsistent with
     7  law or with such State rules, any present or future county rules
     8  of such party. No such rules shall be effective until a
     9  certified copy thereof has been filed in the office of the
    10  county board of elections. The members of all other party
    11  committees, and all other party officers whose election is
    12  required by the party rules, shall also be elected at the Spring
    13  primary, in the manner provided by this act.
    14     Section 2.  This act shall take effect in 30 days.
