        AS REPORTED FROM COMMITTEE ON LOCAL GOVERNMENT, HOUSE OF
           REPRESENTATIVES, AS AMENDED, APRIL 23, 1979

                                     AN ACT

     1  Amending the act of June 18, 1974 (P.L.359, No.120), entitled
     2     "An act creating the Municipal Police Officers' Education and
     3     Training Commission; providing for the commission's
     4     membership, selection, compensation, and removal; providing
     5     for the powers and duties of the commission; providing for
     6     the appointment and duties of the chairman; providing for the
     7     act's applicability to the civil service laws; requiring
     8     training by certain political subdivisions and police
     9     departments; providing penalties for violation thereof; and
    10     making an appropriation," increasing the commission
    11     membership and quorum requirements.

    12     The General Assembly of the Commonwealth of Pennsylvania
    13  hereby enacts as follows:
    14     Section 1.  Subsection (a), clause (6) CLAUSES (6)AND (7) of   <--
    15  subsection (a) of section 4 and section 7, act of June 18, 1974
    16  (P.L.359, No.120), referred to as the Municipal Police Education
    17  and Training Law, are amended to read:
    18     Section 4.  Commission Members; Selection, Compensation and
    19  Removal.--(a)  The commission shall be composed of [seventeen]
    20  eighteen members as follows:

    22     (6)  [Three] FOUR elected officials of the various political   <--

     1  subdivisions of the Commonwealth, to be appointed by the
     2  Governor; one to be a borough official, one a first class
     3  township official, one a second class township official, and one
     4  a city official.
     5     (7)  FOUR INCUMBENT CHIEFS OF POLICE FROM THE VARIOUS          <--
     6  POLITICAL SUBDIVISIONS OF THE COMMONWEALTH, TO BE APPOINTED BY
     7  THE GOVERNOR; AT LEAST ONE TO BE A CHIEF OF A BOROUGH POLICE
     8  DEPARTMENT, AT LEAST ONE TO BE A CHIEF OF A FIRST CLASS TOWNSHIP
     9  POLICE DEPARTMENT, AT LEAST ONE TO BE A CHIEF OF A SECOND CLASS
    10  TOWNSHIP POLICE DEPARTMENT, AT LEAST ONE TO BE A CHIEF OF A CITY
    11  POLICE DEPARTMENT.

    13     Section 7.  Meetings; Quorum.--The chairman shall summon the
    14  members of the commission to the first meeting within one
    15  hundred twenty days of enactment. The commission shall meet at
    16  least four times each year. Special meetings may be called by
    17  the chairman of the commission, or upon written request of five
    18  members. A quorum shall consist of [nine] ten members of the
    19  commission.
    20     Section 2.  This act shall take effect immediately.
