           HOUSE OF REPRESENTATIVES, FEBRUARY 6, 1979

                                     AN ACT

     1  To further provide for the expenses of the Executive and
     2     Legislative Departments of the Commonwealth for the fiscal
     3     period July 1, 1978 to June 30, 1979, and to make additional
     4     appropriations from the Federal augmentation to the Executive
     5     and Legislative Departments for the fiscal period July 1,
     6     1978 to June 30, 1979.

     7     The General Assembly of the Commonwealth of Pennsylvania
     8  hereby enacts as follows:
     9     Section 1.  This act shall be known and may be cited as the
    10  "Supplemental Appropriation Act of 1978."
    11     Section 2.  The following sums, or as much thereof as may be
    12  necessary, are hereby specifically appropriated from the General
    13  Fund to the several hereinafter named agencies of the Executive
    14  and Legislative Departments of the Commonwealth for the payment
    15  of salaries, wages or other compensation and travel expenses of
    16  the duly elected or appointed officers and employees of the
    17  Commonwealth, for payment of fees of contractual services
    18  rendered, for the purchase or rental of goods, services,
    19  printing, equipment, land and buildings and for payment of any
    20  other expenses, as provided by law or by this act, necessary for

     1  the proper conduct of the duties, functions and activities and
     2  for the purposes hereinafter set forth for the fiscal period
     3  beginning July 1, 1978 and for the payment of bills incurred and
     4  remaining unpaid at the close of the fiscal period ending June
     5  30, 1978.
     6                      I.  Executive Department
     7                          To the Governor
     8     For the salaries, wages and all necessary expenses for the
     9  following purposes and activities, including the maintenance of
    10  the Executive Mansion, the expense of entertainment of official
    11  guests and members of the General Assembly and the Judiciary,
    12  participation in the Governor's Conference, the expenses of the
    13  Executive Board, and for the payment of traveling expenses of
    14  persons other than employees of the Commonwealth appointed by
    15  the Governor to represent or otherwise serve the Commonwealth.
    16     Administration of the Office of Governor........   $2,497,000
    17                    To the Department of Justice
    18     For general government operations:
    19     Civil Law.......................................   $1,668,000
    20                To the Department of Public Welfare
    21     For county administration......................  $113,900,000  <--

    23     Supplemental grants - aged, blind and disabled..   59,552,000
    24     For the purpose of developing, operating and
    25  purchasing day care services for children from
    26  State approved facilities..........................   10,516,000
    27                  II.  Federal Augmentation Funds
    28     The following sum, or as much thereof as may be necessary, is
    29  hereby specifically appropriated from the Federal augmentation
    30  funds to the following agency of the Executive Department of the

     1  Commonwealth for the payment of the expenses of implementing and
     2  carrying out the program stated herein for the fiscal year
     3  beginning July 1, 1978:
     4                        Executive Department
     5                To the Department of Public Welfare
     6     The following Federal Title XX Social Services augmentation
     7  amount, or as much thereof as may be necessary, is hereby
     8  specifically appropriated to supplement the sum of $19,244,000
     9  appropriated from Commonwealth revenues for day care:
    10     "Title XX - Social Services" - for provision of
    11  social services to eligible persons in day care
    12  programs...........................................  $59,477,000
    13                    III.  LEGISLATIVE DEPARTMENT
    14                   To the State Ethics Commission
    15     For the salaries, wages and necessary expenses
    16  incurred pursuant to the act of October 4, 1978
    17  (No.170) referred to as the Public Official and
    18  Employees Ethics Law...............................     $100,000
    19     Section 3.  It is the intent of the General Assembly that any
    20  appropriation under the provisions of this act which is the same
    21  or similar to an appropriation under the act of May 31, 1978
    22  (No.16A), entitled "An act to provide for the expenses of the
    23  Executive, Legislative and Judicial Departments of the
    24  Commonwealth, the public debt and for the public schools for the
    25  fiscal period July 1, 1978 to June 30, 1979, and for the payment
    26  of bills incurred and remaining unpaid at the close of the
    27  fiscal period ending June 30, 1978," as amended, or the act of
    28  July 1, 1978 (No.56A), entitled "An act appropriating the
    29  Federal augmentation to the Executive and Judicial Departments
    30  of the Commonwealth and establishing restricted receipts

     1  accounts for the fiscal period July 1, 1978 to June 30, 1979 and
     2  for the payment of bills incurred and remaining unpaid at the
     3  close of the fiscal period ending June 30, 1978," shall replace
     4  such appropriations.
     5     Section 4.  (a)  The act of May 31, 1978 (No.16A), known as
     6  the "General Appropriation Act of 1978," as amended, is repealed
     7  insofar as it is inconsistent herewith.
     8     (b)  The act of July 1, 1978 (No.56A), known as the "Federal
     9  Augmentation Act of 1978," is repealed insofar as it is
    10  inconsistent herewith.
    11     Section 5.  This act shall take effect immediately.
