                                     AN ACT

     1  Amending Title 75 (Vehicles) of the Pennsylvania Consolidated
     2     Statutes, further providing for processing fees.

     3     The General Assembly of the Commonwealth of Pennsylvania
     4  hereby enacts as follows:
     5     Section 1.  Subsection (c) of section 1901 of Title 75, act
     6  of November 25, 1970 (P.L.707, No.230), known as the
     7  Pennsylvania Consolidated Statutes, is amended to read:
     8  § 1901.  Exemption of entities and vehicles from fees.

    10     (c)  Processing fee in lieu of registration fee.--No
    11  registration fee shall be charged for vehicles registered by any
    12  of the following but the department shall charge a fee of $10 to
    13  cover the costs of processing for issuing or renewing the
    14  registration:
    15         (1)  Hospital.
    16         (2)  Humane society.
    17         (3)  Nonprofit youth center.
    18         (4)  American Red Cross.

     1         (5)  Church.
     2         (6)  Girl Scouts of America.
     3         (7)  Boy Scouts of America.
     4         (8)  Salvation Army.
     5         (9)  Duly chartered posts of national veterans'
     6     organizations.
     7         (10)  Young Men's Christian Association.
     8         (11)  Young Men's Hebrew Association.
     9         (12)  Young Women's Christian Association.
    10         (13)  Young Women's Hebrew Association.
    11         (14)  Jewish Community Center.
    12         (15)  Nonprofit corporations of musical marching groups
    13     of youths.
    14         (16)  Any person who is retired and receiving social
    15     security or other pension and whose total income does not
    16     exceed [$7,500] $9,000 per year. Unless the retired person is
    17     physically or mentally incapable of driving the vehicle, the
    18     retired person shall be the principal driver of the vehicle
    19     but may from time to time authorize another person to drive
    20     the vehicle in his or her stead.
    21         (17)  Any veteran who lost a limb or eye or who became
    22     partially paralyzed while serving in the armed forces of the
    23     United States.

    25     Section 2.  This act shall take effect in 60 days.
