In the House of Representatives, September 27, 1978 1 RESOLVED (the Senate concurring), That the Legislative Audit 2 Advisory Commission immediately engage, through the process of 3 competitive bids, a firm of certified public accountants to 4 survey the Legislatures of the other 49 states in the United 5 States Congress for the purpose of recommending to the General 6 Assembly guidelines for the proper expenditure of legislative 7 funds; and be it further 8 RESOLVED, That their report contain specific recommendations 9 relating to the accountable expenses of members, contingency and 10 other discretionary funds of legislative leaders, the hiring of 11 staff (including parameters for proper legislative duties, 12 working hours, availability to perform services, use of 13 equipment, travel and other reimbursements, and hiring and 14 separation procedures), requirements for verification and 15 substantiation of all expenditures of legislative funds and 16 details relating to the types of expenditures which should be 17 absolutely prohibited; and be it further 18 RESOLVED, That such report shall be filed with the
1 Legislative Audit Advisory Commission no later than December 15, 2 1978, with a copy transmitted to each member of the House and 3 Senate no later than the week thereafter so that such 4 recommendations can be considered and incorporated into the 5 Rules of the House and Senate at the beginning of the 1979-1980 6 legislative session; and be it further 7 RESOLVED, That the cost of such report shall be borne equally 8 by each of the four caucuses and shall be paid from Legislative 9 Management Funds appropriated thereto for the 1978-1979 fiscal 10 year.
