        REFERRED TO COMMITTEE ON FEDERAL-STATE RELATIONS,
           DECEMBER 1, 1977

                      In the House of Representatives, November 30, 1977

     1     WHEREAS, The Federal District Court Judges are now appointed
     2  by the President; and
     3     WHEREAS, These judges are responsible to the people in the
     4  district in which they preside; and
     5     WHEREAS, These judges should be elected by the citizens;
     6  therefore be it
     7     RESOLVED, That the House of Representatives of the
     8  Commonwealth of Pennsylvania memorializes Congress to take the
     9  necessary action that may be necessary to provide for the
    10  election of the Federal District Court Judges by the electors of
    11  the district; and be it further
    12     RESOLVED, That a copy of this resolution be forwarded to the
    13  two Senators and each Member of the House of Representatives
    14  from Pennsylvania.
