HOUSE RESOLUTION

        INTRODUCED BY MESSRS. BITTENGER, STEWART, REED, ENGLEHART,
           DeWEESE, HALVERSON AND LETTERMAN, NOVEMBER 15, 1977

        AS REPORTED FROM COMMITTEE ON FEDERAL-STATE RELATIONS, HOUSE OF
           REPRESENTATIVES, AS AMENDED, JANUARY 30, 1978

                      In the House of Representatives, November 14, 1977

     1     WHEREAS, Current Federal regulation REGULATIONS of the         <--
     2  Department of Housing and Urban Development provides that
     3  eligibility for Federal funds in certain circumstances regarding
     4  repair and reconstruction work in a major disaster situation
     5  depends upon the inclusion of the organization, firm or
     6  individual performing the work on a list selected by a regional
     7  director; and
     8     WHEREAS, This provision precludes an individual, not on this   <--
     9  list, who performs work on his own property in this situation
    10  from eligibility for such Federal funds; and
    11     WHEREAS, This aspect of the result of the regulation is        <--
    12  manifestly unfair to an individual who choses to do repair or
    13  reconstruction work on his own property in lieu of engaging a
    14  listed organization, firm or individual; therefore be it
    15     RESOLVED, That the House of Representatives of the
    16  Commonwealth of Pennsylvania memorialize the Congress of the
    17  United States to direct the Department of Housing and Urban

     1  Development to take steps to rectify this injustice; and be it
     2  further
     3     RESOLVED, That copies of this resolution be transmitted to
     4  the presiding officers of each House of the Congress of the
     5  United States and to each Senator and Representative from
     6  Pennsylvania in the Congress of the United States.
