In the House of Representatives, February 8, 1977 1 WHEREAS, During the Session of 1975-1976 a committee of the 2 House of Representatives was appointed to investigate the 3 problem of certification of the Pittsburgh Hearing and Speech 4 Society preschool program for deaf children; and 5 WHEREAS, The committee discovered many apparent shortcomings 6 in the education afforded deaf children in Western Pennsylvania 7 and was not able to complete its study in the time available; 8 therefore be it 9 RESOLVED, That a committee of six members be appointed, three 10 from the Majority Party and three from the Minority Party to 11 complete the study of educational opportunities for deaf 12 children and to report its findings and recommendations back to 13 the General Assembly as soon as is practical; and be it further 14 RESOLVED, That the committee may hold hearings, take 15 testimony, and make its investigations at such places as it 16 deems necessary. It may issue subpoenas under the hand and seal 17 of its chairman commanding any person to appear before it and to
1 answer questions touching matters properly being inquired into 2 by the committee and to produce such books, papers, records and 3 documents as the committee deems necessary. Such subpoenas may 4 be served upon any person and shall have the force and effect of 5 subpoenas issued out of the courts of this Commonwealth. Any 6 person who willfully neglects or refuses to testify before the 7 committee or to produce any books, papers, records or documents, 8 shall be subject to the penalties provided by the laws of the 9 Commonwealth in such case.
