AN ACT
1 Providing for the capital budget for the fiscal year 1978-1979.
2 The General Assembly of the Commonwealth of Pennsylvania
3 hereby enacts as follows:
4 Section 1. Construction.
5 This act and its supplements shall constitute the "Capital
6 Budget Act of 1978-1979 Fiscal Year." The provisions and
7 definitions of the act of July 20, 1968 (P.L. 550, No.217),
8 known as the "Capital Facilities Debt Enabling Act," unless
9 inconsistent herewith, shall apply.
10 Section 2. Overall limitations on debt to be incurred for
11 capital projects.
12 The maximum principal amount of additional debt to be
13 incurred hereafter during the 1978-1979 fiscal year and
14 thereafter until the enactment of the 1979-1980 capital budget
15 specifying such maximum debt for the 1979-1980 fiscal year, for
16 capital projects specifically itemized in a capital budget
17 pursuant to section 7(a)(4) of Article VIII of the Constitution
18 of Pennsylvania, and the fund to be charged with the repayment
1 of such debt shall, with respect to each category of capital
2 projects, be as follows:

4 (1) Highway Projects $47,950,000 Motor License Fund
5 (2) Public Improvement
6 Projects: Department General Fund or
7 of General Services 115,000,000 Special Fund as
8 applicable
9 (3) Transportation
10 Assistance Projects 40,000,000 General Fund
11 Total 202,950,000
12 Section 3. Effective date.
13 This act shall take effect July 1, 1978 or, if enacted
14 subsequent to that date, immediately.
