                                  A SUPPLEMENT

     1  To the act of               (P.L.     , No.     ), entitled "An
     2     act to provide for the expenses of the Executive, Legislative
     3     and Judicial Departments of the Commonwealth, the public debt
     4     and for the public schools for the fiscal period July 1, 1978
     5     to June 30, 1979, and for the payment of bills incurred and
     6     remaining unpaid at the close of the fiscal period ending
     7     June 30, 1978," itemizing appropriations required from the
     8     Federal Revenue Sharing Trust Fund for the proper operations
     9     of the several departments of the Commonwealth authorized to
    10     spend Federal Revenue Sharing Trust Fund moneys.

    11     The General Assembly of the Commonwealth of Pennsylvania
    12  hereby enacts as follows:
    13     Section 1.  This supplement shall be known and may be cited
    14  as the "Federal Revenue Sharing Trust Fund Supplement to the
    15  General Appropriation Act of 1978."
    16     Section 2.  The following sums, or as much thereof as may be
    17  necessary, are hereby specifically appropriated from the Federal
    18  Revenue Sharing Trust Fund for the fiscal period July 1, 1978 to
    19  June 30, 1979 to finance programs in the several hereinafter
    20  named agencies:
    21                      I.  EXECUTIVE DEPARTMENT
    22                   To the Department of Education


     1     Payments to school districts and intermediate
     2  units on account of pupil transportation, including
     3  nonpublic and hazardous pupil transportation.....    $20,687,000
     4     For payment to school districts and intermediate
     5  units on account of education of exceptional
     6  children in public schools.......................     53,600,000
     7     For approved private schools..................      2,500,000
     8            To the Department of Environmental Resources
     9     For payments to municipalities and municipality
    10  authorities which have expended money to acquire
    11  and construct sewage treatment plants in accordance
    12  with the clean streams program and for the repair,
    13  improvement or additions of certain sewage treatment
    14  plants...........................................    $13,630,000
    15                    To the Department of Health
    16     For grants to county departments of health and
    17  to municipalities for environmental health under
    18  the act of August 24, 1951 (P.L.1304, No.315),
    19  known as the "Local Health Administration Law"...     $3,378,000
    20                      II.  JUDICIAL DEPARTMENT
    21                           Miscellaneous
    22     For the payment to the counties in reimbursement
    23  of the direct costs incurred by the counties in the
    24  administration and operation of all courts and for
    25  offices of justices and judges of the Supreme,
    26  Superior and Commonwealth Courts in the county of
    27  their residence. Costs incurred by the counties
    28  in the administration and operation of all courts
    29  means costs as reported to the Department of
    30  Community Affairs in the county's annual financial

     1  report forms under the heading (a) "Judicial," but
     2  confined to the subheading: (160) courts, excluding
     3  capital outlay. If a city coterminous with a
     4  county does not report on the Department of
     5  Community Affairs' form, its figures from the
     6  same subheading, set forth in the department
     7  forms, shall be used: Provided, That such
     8  payments shall be made to the county treasurer
     9  and in cities of the first class coterminous with
    10  counties of the first class to the city treasurer:
    11  And provided further, That in the event the amount
    12  herein appropriated is not sufficient to reimburse
    13  all such costs, payments shall be made to the
    14  counties in the proportion which the costs of each
    15  county bears to the total costs of all counties
    16  during the most recently completed fiscal year:
    17  And provided further, That in making allocations
    18  and payments hereunder, the Court Administrator of
    19  Pennsylvania shall, except for county offices of
    20  justices and judges of the Supreme, Superior and
    21  Commonwealth Courts, exclude all costs which are
    22  not properly reportable under the heading herein-
    23  above specified..................................    $24,000,000
    24     Section 3.  All Federal Revenue Sharing Trust Fund moneys
    25  expended by the several State agencies named herein, or by any
    26  political subdivision, organization or other agency receiving
    27  such moneys from the State agencies named herein shall be spent
    28  only in accordance with rules and regulations regarding the
    29  expenditure of funds made available under Public Law 92-512,
    30  entitled State and Local Fiscal Assistance Act of 1972.
