AN ACT 1 Amending the act of March 10, 1949 (P.L.30, No.14), entitled "An 2 act relating to the public school system, including certain 3 provisions applicable as well to private and parochial 4 schools; amending, revising, consolidating and changing the 5 laws relating thereto," prohibiting school administrators <-- 6 from changing the grade of proficiency given to any pupil 7 unless such change is approved by the teacher giving such 8 grade. PROVIDING FOR GRADE REVIEW PROCEDURES. <-- 9 The General Assembly of the Commonwealth of Pennsylvania 10 hereby enacts as follows: 11 Section 1. The act of March 10, 1949 (P.L.30, No.14), known 12 as the "Public School Code of 1949," is amended by adding a 13 section to read: 14 Section 1531.1. Grade Changes.--No school administrator <-- 15 shall change the grade of proficiency given to any pupil for any 16 course unless such change shall have been approved in writing by 17 the teacher giving such grade. THE BOARD OF SCHOOL DIRECTORS <-- 18 SHALL PROMULGATE GUIDELINES TO ESTABLISH A GRADE REVIEW 19 PROCEDURE. THE GUIDELINES SHALL NOT ALLOW A SCHOOL ADMINISTRATOR 20 TO CHANGE THE GRADE OF PROFICIENCY GIVEN TO A PUPIL FOR ANY
1 COURSE WITHOUT REGARD TO THE TEACHER'S PROFESSIONAL JUDGMENT AND 2 THE PUPIL'S ACTUAL PERFORMANCE IN THE COURSE. THIS REVIEW SHALL 3 INCLUDE CONSULTATION WITH THE TEACHER GIVING THE GRADE. 4 Section 2. This act shall take effect in 60 days. L20L26DGS/19780H2069B3400 - 2 -
