A SUPPLEMENT 1 To the act of (No. ), entitled, "An act providing 2 for the capital budget for the fiscal year 1977-1978," 3 itemizing public improvement projects, to be acquired or 4 constructed by the Department of General Services, together 5 with their estimated financial cost; authorizing the 6 incurring of debt without the approval of the electors for 7 the purpose of financing the projects to be acquired by the 8 Department of General Services, stating the estimated useful 9 life of the projects, and making an appropriation. 10 The General Assembly of the Commonwealth of Pennsylvania 11 hereby enacts as follows: 12 Section 1. Short title. 13 This supplement shall be known and may be cited as the 14 "Capital Budget Act for Fiscal Year 1977-1978, Public 15 Improvement Project Itemization Supplement, Department of 16 General Services." 17 Section 2. Itemization and authorization of projects. 18 Additional capital projects in the category of public 19 improvement projects to be acquired or constructed by the 20 Department of General Services, its successors or assigns, and 21 to be financed by the incurring of debt, are hereby itemized, 22 together with the respective estimated financial cost and the

Debt authorization. 17 The Governor, Auditor General and State Treasurer are hereby 18 authorized and directed to borrow, from time to time, in 19 addition to any authorization heretofore or hereafter enacted, 20 on the credit of the Commonwealth, subject to the limitations 21 provided in the current capital budget, money not exceeding in 22 the aggregate the sum of $163,540,000 as may be found necessary 23 to carry out the acquisition and construction of the public 24 improvement projects specifically itemized in a capital budget. 25 Section 4. Issue of bonds. 26 The indebtedness herein authorized shall be incurred from 27 time to time and shall be evidenced by one or more series of 28 general obligation bonds of the Commonwealth in such aggregate 29 principal amount for each series as the Governor, Auditor 30 General and State Treasurer shall determine, but the latest 19770H1322B1559 - 20 -
1 stated maturity date shall not exceed 30 years from the date of 2 the bond first issued for each such series. 3 Section 5. Estimated useful life of projects. 4 The General Assembly states the estimated useful life of the 5 public improvement projects heretofore itemized is not less than 6 30 years from the date of completion thereof, which period is 7 hereby stated to be the term of the debt to be incurred. 8 Section 6. Appropriation. 9 The net proceeds of the sale of the obligations herein 10 authorized are hereby appropriated from the Capital Facilities 11 Fund to the Department of General Services in the maximum amount 12 of $163,540,000 to be used by it exclusively to defray the 13 financial cost of the public improvement projects specifically 14 itemized in a capital budget. After reserving or paying the 15 expenses of the sale of the obligation, the State Treasurer 16 shall pay out to the Department of General Services the moneys 17 as required and certified by it to be legally due and payable. 18 Section 7. Federal funds. 19 In addition to those funds appropriated in section 6, all 20 moneys received from the Federal Government for the construction 21 of the public improvement projects specifically itemized herein 22 are also hereby appropriated for those projects. 23 Section 8. Allocation of funds. 24 Whenever as determined by the Department of General Services 25 the full estimated financial cost of the public improvement 26 projects itemized in section 1 hereof are not necessary for the 27 proper design, acquisition or construction of the projects, the 28 excess funds no longer required may be allocated to increase the 29 estimated cost of any one or more of the public improvement 30 projects specifically itemized in a capital budget. 19770H1322B1559 - 21 -
