AN ACT 1 Empowering the commissioners of counties of the first class to 2 declare a countywide state of emergency. 3 The General Assembly of the Commonwealth of Pennsylvania 4 hereby enacts as follows: 5 Section 1. (a) County commissioners of counties of the 6 first class shall have the power to declare a countywide 7 emergency and shall be empowered upon this declaration to assume 8 powers which they deem necessary to provide for the welfare of 9 their citizens. 10 (b) Such declaration shall have the force of law unless such 11 declaration shall be vetoed by the Governor within 24 hours of 12 such declaration. 13 (c) Such declaration shall not usurp the powers given to 14 local governments detailed in the borough and township codes, 15 where these powers are adequate to handle emergency situations 16 without invocation of the authority specified herein. 17 Section 2.
