                                     AN ACT

     1  Amending the act of June 24, 1931 (P.L.1206, No.331), entitled
     2     "An act concerning townships of the first class; amending,
     3     revising, consolidating and changing the law relating
     4     thereto," permitting county associations of township officers
     5     to hold conferences, institutes or schools; and further
     6     providing for expenses of township officers and employes
     7     attending county association conventions, conferences,
     8     institutes and schools.

     9     The General Assembly of the Commonwealth of Pennsylvania
    10  hereby enacts as follows:
    11     Section 1.  Section 610, act of June 24, 1931 (P.L.1206,
    12  No.331), known as "The First Class Township Code," reenacted and
    13  amended May 27, 1949 (P.L.1955, No.569) and amended April 23,
    14  1963 (P.L.24, No.21), is amended to read:
    15     Section 610.  Formation of County Associations; Meetings.--
    16  County associations of township officers may be formed in the
    17  respective counties, or the township officers of two or more
    18  counties may form a joint county association. Such associations,
    19  when formed, shall hold annual conventions, or may hold
    20  semiannual or quarterly conventions, conferences, institutes, or

     1  schools at the county seats of the respective counties, or some
     2  other suitable place [within the county], for the purpose of
     3  considering and discussing questions and subjects pertaining to
     4  the best methods for the construction, improvement, and
     5  maintenance of the public highways and bridges, and the
     6  administration of township governments.
     7     Section 2.  Section 611 of the act, amended June 1, 1967
     8  (P.L.28, No.18), is amended to read:
     9     Section 611.  Membership of Associations; Expenses of
    10  Members.--The township commissioners and other officers of the
    11  township designated by the township commissioners shall attend
    12  such conventions, conferences, institutes or schools whenever
    13  possible. Each township officer attending such convention,
    14  conference, institute or school shall receive a certificate,
    15  signed by the presiding officer and secretary or acting
    16  secretary of the [convention] association, attesting his
    17  presence at the convention, conference, institute, or school.
    18  Such certificate shall entitle him to collect from the township
    19  treasurer the sum of [twenty dollars] thirty-five dollars per
    20  day for each day's attendance and mileage at the rate of [ten
    21  cents] twelve cents per mile traveled, to be computed by the
    22  route usually traveled from his place of residence to the place
    23  where the convention, conference, institute or school is held.
    24  [No township officer shall be paid for more than two days'
    25  attendance in any one year.] The expenses of holding any such
    26  convention shall be paid pro rata by the townships joining
    27  therein.
    28     Section 3.  This act shall take effect immediately.
