                                     AN ACT

     1  Amending the act of June 3, 1937 (P.L.1333, No.320), entitled
     2     "An act concerning elections, including general, municipal,
     3     special and primary elections, the nomination of candidates,
     4     primary and election expenses and election contests; creating
     5     and defining membership of county boards of elections;
     6     imposing duties upon the Secretary of the Commonwealth,
     7     courts, county boards of elections, county commissioners;
     8     imposing penalties for violation of the act, and codifying,
     9     revising and consolidating the laws relating thereto; and
    10     repealing certain acts and parts of acts relating to
    11     elections," requiring additional information to be included
    12     on expense accounts.

    13     The General Assembly of the Commonwealth of Pennsylvania
    14  hereby enacts as follows:
    15     Section 1.  Subsection (a) of section 1607, act of June 3,
    16  1937 (P.L.1333, No.320), known as the "Pennsylvania Election
    17  Code," amended July 1, 1976 (No.124), is amended to read:
    18     Section 1607.  Expense Accounts to Be Filed.--
    19     (a)  Every candidate for nomination or election, and every
    20  treasurer of a political committee, or person acting as such
    21  treasurer, shall, within thirty days after every primary and
    22  election at which such candidate was voted for or with which

     1  such political committee was concerned, if the amount received
     2  or expended or liabilities incurred shall exceed the sum of one
     3  hundred fifty dollars, file a full, true and detailed account,
     4  subscribed and sworn to by him, setting forth each and every sum
     5  of money received, contributed or disbursed by him for primary
     6  or election expenses, the date of each receipt, contribution and
     7  disbursement, the full name, home address, business address and
     8  occupation of the person from whom received or to whom paid, and
     9  the specific object or purpose for which the same was disbursed.
    10  Where the person from whom the money was received or contributed
    11  is other than an individual, the full name, date and address
    12  shall be set forth. Such account shall also set forth the unpaid
    13  debts and liabilities of any such candidate or committee for
    14  primary or election expenses, with the nature and amount of
    15  each, and to whom owing. In the case of the treasurer of a
    16  political committee, the account shall include any unexpended
    17  balance of contributions or other receipts appearing from the
    18  last previous account filed by him, and shall also include a
    19  complete listing of all receipts and disbursements made by such
    20  committee for any purpose, including all receipts and
    21  disbursements from the publication and sale of all publications,
    22  and from the time of the last account or from the time of the
    23  formation of the political committee if no prior account has
    24  been filed. In the case of candidates for election who have
    25  previously filed accounts of their primary expenses as
    26  candidates for nomination, the accounts shall only include
    27  receipts, contributions and disbursements subsequent to the date
    28  of such prior accounts.
    29     Notwithstanding the foregoing paragraph, where any amount
    30  received or contributed is not more than fifty ($50) dollars,

     1  such amounts may be aggregated according to the date of receipt
     2  or contribution. In such cases, the name of the person from whom
     3  received or contributed need not be set forth. However, where
     4  the candidate for nomination or election, treasurer of a
     5  political committee, or person acting as a treasurer, knows or
     6  has reason to know that a person has, through multiple
     7  contributions, contributed more than a total of fifty ($50)
     8  dollars, he must make a full, true and detailed account and
     9  report of what he knows or has reason to know.

    11     Section 2.  This act shall take effect immediately.
