                                  A SUPPLEMENT

     1  To the act of            (P.L.    , No.    ), entitled "An act
     2     to provide for the expenses of the Executive, Legislative and
     3     Judicial Departments of the Commonwealth, the public debt and
     4     for the public schools for the fiscal period July 1, 1976 to
     5     June 30, 1977, and for the payment of bills incurred and
     6     remaining unpaid at the close of the fiscal period ending
     7     June 30, 1976," itemizing appropriations required from the
     8     Motor License Fund for the proper operation of the several
     9     departments of the Commonwealth authorized to spend Motor
    10     License Fund moneys.

    11     The General Assembly of the Commonwealth of Pennsylvania
    12  hereby enacts as follows:
    13     Section 1.  This supplement shall be known and may be cited
    14  as the "Motor License Fund Supplement to the General
    15  Appropriation Act of 1976."
    16     Section 2.  The following sums or as much thereof as may be
    17  necessary, are hereby specifically appropriated from the Motor
    18  License Fund to the hereinafter named agencies of the
    19  Commonwealth for the payment of salaries, wages and other
    20  compensation and travel expenses of the duly elected or
    21  appointed officers and employees of the Commonwealth, for
    22  contractual services and other expenses necessary for the proper


     1  conduct of the duties, functions and activities for the purposes
     2  hereinafter set forth for the fiscal period beginning July 1,
     3  1976 and for the payment of bills incurred and remaining unpaid
     4  at the close of the fiscal period ending June 30, 1976.
     5                To the Department of Transportation
     6     For the salaries, wages and all necessary expenses
     7  for the proper administration of the Department
     8  of Transportation, including the
     9  Transportation Commission and Advisory
    10  Committee, and the Statewide coordination of
    11  municipal services................................. $ 23,653,000
    12     For the salaries, wages and all necessary
    13  expenses for the administration and operation
    14  of the maintenance program for State roads,
    15  bridges, tunnels, and structures, including
    16  the operation of the county maintenance district
    17  facilities.........................................  346,618,000
    18     For the salaries, wages and all necessary
    19  expenses for the administration of the traffic
    20  safety program and the administration and
    21  operation of the operator and vehicle
    22  registration programs..............................   38,623,000
    23     For the salaries, wages and all necessary
    24  expenses for the operation of the highway and
    25  safety construction programs, including planning
    26  and research, design, engineering, right-of-way
    27  acquisition and the operation of the engineering
    28  district facilities and liaison services with
    29  communities on local road engineering and
    30  construction activities............................   52,589,000

     1     For payment from the restricted revenue accounts
     2  for aviation fuel taxes and airport operations
     3  revenue, for aviation operations including the
     4  operation and maintenance of State-owned aircraft,
     5  payment of general expenses, supplies, printing and
     6  equipment; for the development and maintenance of
     7  State airports and the maintenance and repair of
     8  landing fields, intermediate landing fields, landing
     9  field equipment, beacon sites, other navigation
    10  facilities, and the encouragement and development
    11  of civil aeronautics................................   3,958,000
    12     For rental payments to the State Highway and
    13  Bridge Authority for projects constructed with
    14  funds borrowed by the Authority....................   35,320,000
    15     For payments to municipalities to assist in
    16  maintenance and construction costs of roads in
    17  accordance with the act of June 1, 1956
    18  (P.L.1944, No.655), relative to the allocation
    19  of highway funds...................................   85,200,000
    20     For payment from the restricted revenue account
    21  for aviation fuel taxes for airport construction
    22  and development including encouragement and
    23  development of aeronautics, development of State
    24  airports, assistance to political subdivisions and
    25  municipal authorities in the construction and
    26  improvement of airports and other aeronautical

    28     No more shall be expended from this item for
    29  such purpose or any of them than may be required
    30  to match an equal sum contributed by any political

     2  Commonwealth or by the Federal Government, or by
     3  a political subdivision or municipality authority
     4  and the Federal Government as provided in the act
     5  of May 2, 1947 (P.L.136, No.56), relating to
     6  Federal aid for airports.
     7                     To the Treasury Department
     8     For the payment of replacement checks issued in
     9  lieu of outstanding checks when presented and to
    10  adjust errors.......................................      50,000
    11     For payment of the compensation of the Common-
    12  wealth's Loan and Transfer Agent for services and
    13  expenses in connection with the registration,
    14  transfer and payment of interest on bonds of the
    15  Commonwealth and other services required to be
    16  performed by the Loan and Transfer Agent............     100,000
    17     For payment of refunds of liquid fuels taxes
    18  for agricultural use to which the Commonwealth
    19  is not entitled.....................................   5,500,000
    20     For the payment of approved claims for the
    21  refunding of liquid fuels taxes and fuel use taxes

    23     For the payment of salaries, wages and all
    24  necessary expenses in the proper administration of
    25  the program to refund liquid fuels taxes for agri-
    26  cultural use to which the Commonwealth is not

    20     Section 3.  In addition to the amounts appropriated by this
    21  act, all moneys received from the Federal Government or from any
    22  other source as contributions to or payments for the programs
    23  provided herein shall be paid into the Motor License Fund and
    24  are hereby appropriated out of the Motor License Fund for the
    25  purposes and programs intended.
    26     Section 4.  This act shall take effect July 1, 1976.
